The large Board meeting was held dedicated to the finals of the activities on combating crime, protection of public order and provision of public security and the duties set forth in the first half of 2018 in the Ministry of Internal Affairs on July 14.

By the suggestion of the minister of internal affairs, colonel general Ramil Usubov opening the meeting with introductory speech, dear memory of the police officers Ilgar Balakishiyev and Samad Abbasov who were martyred while performing their service duties in preventing the effort of serious violation of public order in Ganja city by a group of extremists of radical religious direction on July 10 was remembered with one minute silence.

The minister stated that the positive results obtained during the previous periods were further developed during the six months of this year, the criminogenic situation was kept under control, the duties of ensuring public order and security during presidential elections held in our country, as well as during “Formula 1 Azerbaijan Grand Prix 2018”  and the tasls assigned were duly fulfilled and reminded that the head of the country in the congratulations addressed by him to the personnel for its 100 years jubilee highly appreciated the role of police in combating crime, in provision of pre-eminence of law, human rights and freedoms. 

At the same time, it was particularly noted that the respected head of the state has highly appreciated the activities of the authorities of internal affairs in the direction of prevention of consequences of the accident happened in the “Azerbaijan” Thermal Power Station on Mingachevir on July 3 and ensuring the public security.

Then the first deputy minister of internal affairs, police lieutenant-general Vilayat Eyvazov delivering speech with the wide report  stated that during the reporting period 12.844 crimes were recorded by all state authorities being the subject of the operative-search and investigation activity, 93.8 % of these crimes were the unlawful actions the investigation and examination of which is conducted by the authorities of internal affairs and prosecution, 89,4 % of them was the crimes not creating great social threat and less grave crimes and only 10,6 of them was grave and especially grave crimes.

It was stated that as the result of intensification of preventive works and following the criminogenic situation without pause, the positive bias in dynamics of crime was further improved in last 6 months. As such, the number of crimes decreased 3,4 %, as well as the grave and especially grave crimes were decreased 28.6 %, intentionally causing grave damage to the health was decreased 2,9 %, the crimes against the property were decreased 14 %, the number of theft decreased 7,1 %, the number of robbery was decreased 12,7 %, the number of traffic accidents was decreased 5 %, the number of persons died in the accidents was decreased 1,3 % and the number of injured persons was decreased 8,3 %.

By the investigative actions and operational measures conducted in professional manner in the direction of restoration of breached rights of the victims of criminal attempts, detection of crimes during the reporting period was improved and was 86,4 %. As well as in comparison with 6 months of 2017, detection of grave and especially grave crimes increased 2,1 %, detection of the crimes against the personality increased 0,6 %, detection of attempts to kill a man increased 1,8 %, detection of thefts from apartments increased 2,6 %, detection of crimes of car robbery increased 12,8 %. 188 crimes that were closed from past years were opened in the result of investigative actions and operational measures taken jointly with the prosecution authorities.

The first deputy minister speaking about the importance of application of information technologies in prophylactics of unlawful actions and combating crime stated that in the result of operative measures taken and application of operational plans by the information received by the “102” Call Center, 967 crimes were opened with “hot traces”, 5.153 unlawful actions were prevented, 1993 criminal cases were initiated. Also by means of “Safe City” service 248 crimes were detected, 9413 traffic accidents and 246 accidents resulted in hit of passengers were discovered and 52 cars being searched were detained. 

The work of ensuring inevitability of liability for the crime was kept under control, in general the results of search measures were improved 2 % and arranged 57,4 %.

The rapporteur stated that by the operative search measures taken against the organized crime within 6 months 441 groups, as well as 47 groups which have committed grave and especially grave crimes were neutralized, 82 persons illegally possessing and carrying fire arms were involved into criminal liability.

The measures of combating narcotic drug trafficking being one of the transnational organized crimes have been efficient and 734.4 kg of narcotic drugs were taken from the criminals on 1708 facts identified in this field, as well as 525 facts connected with their sale and this number is 131 kg more in comparison with 6 months of the last year. By the measures commenced in May of the current year based on special plan, 78.8 tons of illegally cultivated and slef grown hemp and poppy bushes were detected and destroyed.

It was also noted that the works were subsequently continued based on the relevant legislative acts and National Action Plan in combating trafficking in human beings, 105 crimes of human trafficking were identified, 8 criminal groups consisting of 18 persons were neutralized, 17 persons were involved into judicial liability within the framework of investigation of criminal cases initiated on the basis of these facts, as well as social reintegration of 66 persons being victims of trafficking in human beings were ensured.

The police lieutenant-general V.Eyvazov further stated that indemnification of financial damage cause to the state, natural and legal entities during the investigation was improved 14.6 % and arranged 88,3 %.

The bias of the previous years were preserved in the dynamics of traffic accidents due to preventive measures continued in the field of ensuring the traffic safety being one of the main directions of the activity, detection of law violations against the traffic rules was improved 4,1 % and arranged 1.619.718 administrative offences. 

it was note dthat the guarding institutions of the police safeguarded 16.201 facilities, as well as 6.591 apartments, the number of facilities joining to the central guard startions increased a bit witin 6 months, 128 theft cases were prevented in thos facilities  and 52, as well as 98 persons who committed 88 crimes in service routes were detained.

It was also noted in the Report that the measures aimed at enhancing the service-battle training of the Internal Troops, organizing mobilization, strengthening of military discipline, strengthening of logistics and social protection of personnel are continued in planned manner.

It was also stressed that the program duties and necessary organizational-practical measures set forth by the president of the country in the field of reception of the citizens and review of their applications were executed in the first half of the current year under the personal supervision of the minister of internal affairs, the management pf the ministry has received 805 citizens, as well as 156 citizens in separate cities and regions of the republic by informing the mass media in advance, the majority of the issues raised was positively solved, the number of complaints received by the MIA decreased 18.4 %.

In the speeches around the report, the heads of different structural units, city and district police bodies reported on the work done and on the forthcoming tasks on eliminating existing shortcomings.

 

The minister finalizing the event remembered that the present Board meeting coincided with an important event, 49 years ago on July 14 the national leader Heydar Aliyev was elected as the head of the Republic for the first time, the basis of the socio-political stability, tranquility ruling in Azerbaijan at present, rapid socio-economic develoment of the country, its becoming to the keyword in the world was laid after return of the great leader to the power in Azerbaijan. Mister Ramil Usubov delivering to the attention that the stability and tranquility was restored in our Republic in the result of joint and expedient activities of law enforcement and security authorities under the leadership of the great leader during this period, combating the crime decisively, thorough reforms were implemented in all fields of the social life especially stressed that people-power unity in Azerbaijan stands on the basis of all successes obtained, no force will shake it.

 

Then, the Minister of Internal Affairs noted that the operational-service activity was satisfactory throughout the reporting period, the duties defined by the law were fulfilled, the associates and the military servicemen were distinguished with high professionalism in the combating crime, provision of public security, as well as protection of the internal stability and order in the country are is successfully continued together with other law enforcement agencies. 

The minister directing the attention of the participants of the Board to the issues the settlement of which is important, giving them tasks and recommendations required to further strengthen combat against religious extremism, as well as illegal trafficking of drugs and crimes against property, to use the possibilities of information resources in combating crime to the maximum extent, to continue the moral-psychological works among the associates expediently, to form correct police sence.

Mister Ramil Usubov drawing attention to the high appreciation of the role of the authorities of internal affairs in combating  crime and protection of pre-eminence of law, human rights and freedoms in the congratulation of the respected President for 100 year jubilee of formation of Azerbaijan Police reminded with pleasure that 49 associates of the ministry were awarded state prizes by the relevant orders of the head of the country, 2 high-ranking officers were awarded the supreme ranks and stated that this supreme attention, confidence and belief puts a great responsibility on the personnel, there are a lot of important tasks in order to justify this decently. For this purpose, positive results obtained in combating crime should be developed, the errors and shortcomings in service activity should be completely prevented, the personnel should always increase its professionalism, the stability resting on people-power unity in our country should be strengthened day-by-day, the public order and internal security should be protected in more reliable manner.

The minister of internal affairs stated that he was sure that the personnel will fulfill the duties set forth by the President of Azerbaijan Republic Mr. Ilham Aliyev in the field of combating crime and ensuring the public order and public security  as well as his orders and directions connected with strengthening of law order and rule of law in the country, improvement of operational-service activity with more responsibily, will not refuse its forces and skills in protection of stability, tranquility and legal interests of the state, legal and natural entities against unlawful  actions and will end the current year with high indicators.

Then, the ceremony was held dedicated to presentation of the state awards to a group of police officers for 100 year jubilee of Azerbaijan Police and 2 police officers (after death) who were martyred heroicly during prevention of the attempt to seriously violate the public order in Ganja on July 10. Firstly, the minister presented the orders of “Azerbaijan Flag” that were awarded to 2 officers who were martyred while performing the service duties – Ilgar Balakishiyev and Samad Abbasov to their children based on the direction of the President of Azerbaijan Republic Mr. Ilham Aliyev, and wished them to continue the heroic way of their fathers in the future, to grow up as the persons deserving the motherland.

After that, a group of officers were presented high awards granted by the respected head of the state in the eve of 100 year jubilee of Azerbaijan Police.

The minister R.Usubov once more expressed his gratitude to the President of thr country for highly appreciating the intense and selfless labor of the personnel and especially for awarding 2 associates who were heroicly died in Ganja city on July 10, and stressed that this supreme attention and care has caused enthusiasm in all associates of the authorities of internal affairs, and additional responsibility was placed on them and stated that he was sure that the Azerbaijan Police will decently handle any duty undertaken by it and will serve to its motherland, people and President faithfully.
