A wide operational meeting dedicated to the finals of 2013 was held in the Baku city Head Police Office by the participation of the Minister of Internal Affairs of the Republic of Azerbaijan, Colonel General Ramil Usubov on January 23.
The minister of internal affairs opening the meeting with the introduction speech noted that our republic that was turned to leader state of the region in the result of political course of the great leader Heydar Aliyev that is continued by the President of Azerbaijan Republic mister Ilham Aliyev develops rapidly and its international authority increases more.
As the mister President noted in the meeting of the Cabinet of Ministers on January 9, dedicated to finals of socio-economic development of 2013 and the duties set forth for 2014, the last year was also successful for our country, the dynamic growth of Azerbaijan was ensured. So that, the general domestic product has increased 6 %, non oil sector 9.8 % and money revenues of the population 8 %. The inflation was only in the of 2.4 %. All of this made its positive influence to the activities of authorities of internal affairs by being the visual confirmation of successive implementation of program and plans declared by the head of state, their meeting to the national interests and basing on the original reality.
it was noted that the public order and safety that us one of the important factors of development of economy, successful implementation of strategic state programs and actions, international projects was reliably protected by the authorities of internal affairs as well as the police forces of the capital.
The chief of Baku city Head Police Office, police major general Rafig Abbasov made a speech with a wide report about the the measures taken and the duties set forth in the field of fighting crime, securing public order and safety, and in other fields of service activities during the reporting period.
He stated that the police forces of the capital have continued the reasonable measures in the direction of enforcement of duties defined by the law, as well as human rights and freedoms of the citizens, attraction of the persons committed crimes to the criminal responsibility, and the criminogenic condition was kept under control.  Total 10.524 criminal events were recorded in Baku city during the reporting period,  82,9 % of them (8.714) was less serious crimes and crimes non constituting great social threat, 17,1 % of them (1810) was serious and especially grave crimes.
Due to duly organization and implementation of preventive prophylactic measures, the crimes committed  against people was decreased 28.9 % (from 2468 to 175), the attempts to kill a man decreased 35.3 % (from 34 to 22), robbery decreased 17.2 % (from 209 to 173), theft of state or municipality property decreased 40.5 % (from 111 to 66), theft of vehicles decreased 16.7 % (from 30 to 25), theft of cattle breeding decreased 28.6 % (from 49 to 35), hooliganism decreased 2.2 % (from 602 to 589), detection of grave crimes 0.8 % (from 78.9 % to 79.7 %), as well as detection of intentional murder of a person 1.7 % (from 94.9 % to 96.6 %), detection of robbery 1.9 % (from 79.7 % to 81.6 %), and the crimes of demanding under threat were detected, as well as total 74.4 % of the crimes was detected and 92.6 % of the crimes against the personality was detected.
In the result of reasonable measures, illegally maintained 48 fire arms including 7 submachine guns, 26 pistols, 15 rifles and a lot of ammunition were seized, 28 of the fire arms were detected through operations. More than 191 kg of drugs were taken from turnover.
Sufficient works were done and positive results were obtained in the field of conducting investigation and examination of criminal cases in accordance with the legislation, ensuring traffic safety exemplary, issuance of ID cards to the population, approaching to the applications and complaints of the citizens with sensitivity, their reception and in other fields of service activities.
The chief of the Head Office delivered to the attention the existing shortcomings and the duties set forth for prevention of them.
In the report related speeches the chiefs of the structural organizations and regional police offices stated that the necessary measures would be taken for development of obtained positive results and at the same time prevention of shortcomings and shortages.
The minister Colonel General Ramil Usubov finalizing the operational meeting positively appreciated the activities of police authorities of the capital in the field of fighting crime and securing the public security in 2013 as in previous years,  and with great pleasure stressed great decrease of cases of various law violations, as well as violation of human rights and freedoms.
The Minister of Internal Affairs drew the attention of the participants of the meeting to the issues the settlement of which is important and gave his instructions and recommendations and indicated the ways of prevention of shortcomings. At the same time, he noted that in order the authorities of internal affairs to perform their service duties successfully, the President of Azerbaijan Republic has established all conditions, the associates and military servants were covered with the special attention and care of the state. In response to this high confidence, an associate has to perform his duties exemplary, he has to serve to his fatherland, state and people properly.
The Minister of Internal Affairs Colonel General Ramil Usubov assured the president of Azerbaijan Republic Ilham Aliyev that the authorities of internal affairs of the country, as well as the personnel of the Baku city Head Police Office will continue the struggle with resolvedly, and they will perform all tasks and duties set forth by the head of state in the direction of securing stability, safety, public order with responsibility and professionalism.
