Analysis of the Year 2025
In 2025, activities in the field of combating crime and ensuring public order in the Republic were carried out in a purposeful manner, the security of citizens was reliably protected, and the criminogenic situation was kept under control.
During the reporting year, 31,852 crimes were registered by state bodies engaged in operational-search and investigative activities. Of these, 41.1% (13,088) were crimes in the economic sphere, 37.7% (12,022) were crimes against public safety and public order, 17.5% (5,590) were crimes against the person and other unlawful acts. 86.3% (27,477) of the crimes consisted of offences that do not pose great public danger or are less serious.
Compared to 2024, intentional homicide decreased by 8.8% (-14), intentional infliction of less serious bodily harm by 1.7% (-10), intentional infliction of serious bodily harm by 4.7% (-13), theft by 10.8% (-455), robbery by 6.5% (-5), drug-related crimes by 12.8% (-1114), and environmental crimes by 3.3% (-9).
As a result of conducted operational-search measures and investigative actions, 93.5% of the 29,572 crimes registered by the Ministry of Internal Affairs and the Prosecutor’s Office were solved. 90.1% of grave and especially grave crimes, 90.9% of crimes committed under non-obvious circumstances, 98.9% of crimes against the person, including 100% of intentional homicides, 80.8% of attempted homicides, 100% of intentional infliction of serious bodily harm, 89.5% of crimes against property, including 82.1% of thefts, 93.7% of frauds, 100% of muggings, 100% of robberies, 98.7% of extortions, 100% of motor vehicle hijackings, as well as 99.1% of acts of hooliganism were solved.
355 crimes remaining unsolved from previous years and 5,398 crimes “in hot pursuit” were solved. The results of searches for accused persons improved by 1.4% and amounted to 89.3%. Through the National Central Bureau of Interpol, the whereabouts of 82 persons declared internationally wanted and 40 persons wanted by member states of this organization were identified.
In total, 14,953 persons were detained and brought to criminal liability for various crimes, including 153 persons who illegally possessed or carried firearms. 214 criminal groups that had committed grave and especially grave crimes were neutralized.
5 tons 675 kilograms (+961 kg) of narcotic substances were removed from illegal circulation. 294 tons 263 kg (-142 tons 3 kg) of narcotic-containing plants were destroyed in fresh (green mass) form.
Capital – the City of Baku
In 2025, positive results were achieved by the capital police in combating crime and protecting the rights, freedoms, and lawful interests of citizens.
Of the 29,572 crimes registered in the Republic by the internal affairs and prosecutorial bodies, 14,104 or 47.7% occurred in Baku, with a detection rate of 93.4%. 83.6% of these crimes were less serious and did not pose significant public danger, while 16.4% were grave and especially grave.
Compared to 2024, intentional homicide decreased by 22%, extortion by 2.1 times, embezzlement or misappropriation by 42.7%, intentional infliction of serious bodily harm by 12.5%, theft by 7.6%, robbery by 15.7%, motor vehicle hijacking by 16.1%, and corruption-related crimes by 14.1%.
91.8% of crimes committed under non-obvious circumstances, 98.9% of crimes against the person, including 100% of intentional homicides, 100% of intentional infliction of serious bodily harm, and 100% of rape crimes were solved.
Through joint measures with the prosecutorial bodies, 157 crimes remaining unsolved from previous years, including 30 grave and especially grave crimes, were solved, and 653 wanted accused persons were detained for such offences.
Crimes committed against foreigners were solved at a high rate, constituting 94.3%.
