Analysis of the first half of 2026
Activities aimed at combating crime and maintaining public order throughout the Republic continued to be carried out in a purposeful manner during the first half of 2026. The safety of citizens was reliably ensured, and the criminogenic situation remained under control.
During the reporting period, 15,420 criminal offenses were registered by the state authorities authorized to conduct operational-search and investigative activities. Of these, 36% (5,545) were economic crimes, 42.2% (6,506) were offenses against public safety and public order, 18.6% (2,863) were crimes against the person, and the remainder comprised other unlawful acts. 86.3% (13,314) of the registered offenses were classified as crimes not posing great public danger and less serious crimes.
Compared with the first six months of 2025, the following decreases were recorded: intentional infliction of less serious bodily harm by 20.7% (-56), kidnapping by 46.7% (-7), theft by 11.5% (-245), fraud by 16.8% (-552), embezzlement or misappropriation by 11.7% (-11), robbery by 8.8% (-6), armed robbery by 44.2% (-19), extortion by 10.5% (-10), unlawful taking of motor vehicles by 10.1% (-7), hooliganism by 12.5% (-38), and drug-related crimes by 4.6% (-211).
As a result of operational-search measures and investigative actions carried out, 93.9% of the 14,711 crimes registered by the Ministry of Internal Affairs and the Prosecutor’s Office were solved. The clearance rate amounted to 85.8% for serious and especially serious crimes, 92.4% for crimes committed under non-obvious circumstances, 98.7% for crimes against the person, including 98.6% of intentional homicides, 95.7% of attempted homicides, 97.7% of intentional infliction of serious bodily harm, 91.7% of crimes against property, including 89.3% of thefts, 93.1% of frauds, 97.9% of robberies, 96.8% of armed robberies, 90.4% of extortions, 100% of unlawful taking of motor vehicles, as well as 95.5% of hooliganism cases.
A total of 218 unsolved crimes from previous years and 3,013 crimes solved "while still on the hot trail" were cleared. The effectiveness of the search for accused persons improved by 3%, reaching 82.7%. Through the National Central Bureau of Interpol, the whereabouts of 88 persons placed on the international wanted list and 30 persons wanted by Interpol member states were established.
Overall, 6,887 persons were detained and brought to criminal liability for various crimes, including 70 persons for the illegal possession and carrying of firearms. In addition, 104 criminal groups that had committed serious and especially serious crimes were neutralized.
A total of 4 tons 318 kilograms (+1 ton 360 kg) of narcotic drugs were removed from illegal circulation. Narcotic plants with a total green mass of 254 tons 921 kg were destroyed.
Capital City – Baku
During the first six months of 2026, the Baku police also achieved positive results in combating crime and protecting the rights, freedoms, and legitimate interests of citizens.
Of the 14,711 crimes registered nationwide by the internal affairs and prosecution authorities, 6,909, or 47%, were committed in the city of Baku, with a clearance rate of 93.2%. Of these crimes, 84.5% were classified as less serious crimes and crimes not posing great public danger, while 15.5% were serious and especially serious crimes.
Compared with the first six months of 2025, intentional infliction of serious bodily harm decreased by 18.2%, intentional infliction of less serious bodily harm by 20%, intentional infliction of minor bodily harm by 10.4%, acts of sexual violence by 12.5%, fraud by 14.7%, armed robbery by 2.5 times, unlawful taking of motor vehicles by 25%, hooliganism by 15.3%, and drug-related crimes by 1.8%.
The clearance rate reached 93% for crimes committed under non-obvious circumstances, 98.4% for crimes against the person, including 100% of intentional homicides, 96.5% of intentional infliction of serious bodily harm, and 100% of rape cases.
As a result of measures carried out jointly with the prosecution authorities, 92 crimes remaining unsolved from previous years, including 18 serious and especially serious crimes, were solved, and 395 accused persons wanted for such offenses were apprehended.
The clearance rate for crimes committed against foreign nationals remained high, reaching 94.9%.
