Analysis of the first half of 2025

In the first half of 2025, purposeful measures were undertaken in the Republic in the fight against crime and the protection of public order, the safety of citizens was reliably safeguarded, and the criminogenic situation was kept under control.
It was recorded 17,059 crimes during the reporting period on state agencies that are subjects of operational-search and investigative activities. 39,5 % (6.730) of them are economic crimes, 40.5% (6,903) are against public security and public order, 16.7% (2,850) are against personality and other illegal acts. 87% (14.830)  of the crimes are of less serious types that did not pose a major public danger.
Compared to the six months of 2024, cases of torture decreased by 43.5% (-10), theft by 6.2% (-141), fraud by 7.3% (-259), embezzlement or misappropriation by 37.3% (-56), extortion by 11.2% (-12), and drug-related crimes by 18% (-1007).
As a result of the operational-search measures and investigative actions carried out, 92.8% of the 16,094 crimes registered by the Ministry of Internal Affairs and the Prosecutor’s Office were solved. This includes 89.7% of serious and particularly serious crimes, 89.9% of those committed under obscure circumstances, 99.1% of crimes against the person, of which 100% of intentional homicides, 100% of attempted homicides, 98.3% of cases of intentional infliction of grievous bodily harm, 87.3% of property-related crimes, including 78.6% of thefts, 91.9% of fraud cases, 100% of robberies, 100% of armed assaults, 97.9% of extortions, 98.7% of motor vehicle thefts, as well as 98.4% of acts of hooliganism.
A total of 232 crimes pending from previous years and 2,196 crimes committed “in hot pursuit” were solved. The results of the search for accused persons improved by 0.7%, reaching 79.7%. Through the National Central Bureau of Interpol, the whereabouts of 48 individuals placed on international wanted lists and 30 individuals wanted by member states of this organization were identified.
In total, 7,527 individuals were brought to criminal liability for various crimes, including 82 for the illegal possession and carrying of firearms, while 103 criminal groups responsible for serious and particularly grave crimes were neutralized. 
From illegal circulation, 2 tons 958 kilograms (+114 kg) of narcotic substances were seized. In addition, narcotic plants weighing a total of 151 tons 246 kilograms were destroyed in their green mass form.

Capital – Baku city

In the six months of 2025, the capital police also achieved positive results in combating crime and in safeguarding the rights, freedoms, and legitimate interests of citizens. Out of the 16,094 crimes registered nationwide by the internal affairs and prosecutorial bodies, 7,549, or 46.9%, were recorded in Baku, with a detection rate of 92.6%. Of these crimes, 84.2% were classified as less serious and posing no significant public danger, while 15.8% were of a serious or particularly grave nature.
Compared with the first half of 2024, intentional homicides decreased by 43.5%, sexual violence offences by 42.9%, theft by 7.8%, fraud by 4.2%, embezzlement or misappropriation by 44%, extortion by 28.2%, motor vehicle thefts by 22.2%, and corruption-related crimes by 42.6%.
Of crimes committed under obscure circumstances, 91.3% were solved; among crimes against the person, the clearance rate was 98.6%, including 100% of intentional homicides, 98.3% of intentional infliction of grievous bodily harm, and 100% of rape cases.
Through measures carried out jointly with prosecutorial bodies, 98 crimes pending from previous years, including 14 serious and particularly grave crimes, were solved, and 315 wanted persons charged with such unlawful acts were apprehended.
Crimes committed against foreign nationals were also solved at a high rate, amounting to 90%.
