2024 Summary Analysis
In 2024, activities in the Republic aimed at combating crime and ensuring public order were carried out purposefully, citizens’ safety was reliably protected, and the criminogenic situation was kept under control.
During the reporting year, 33,379 crimes were registered across state bodies that are subjects of operational-search and investigative activities. Of these, 40.6% (13,550) were crimes in the economic sphere, 39.8% (13,273) were against public security and public order, 16% (5,337) were against the person and other unlawful acts. A total of 85.8% (28,652) of the crimes were of lesser public danger and less serious in nature.
Compared to 2023, intentional infliction of serious harm to health decreased by 13.5% (-43), theft by 39.3% (-2,732), robbery by 36.3% (-74), drug-related crimes by 11.9% (-1,177), and environmental crimes by 9% (-27).
Operational-search measures and investigative actions ensured the detection of 90.3% of the 31,526 crimes registered by the Ministry of Internal Affairs and the Prosecutor’s Office. Detection rates were 87.3% for grave and especially grave crimes, 86% for crimes committed in non-obvious circumstances, 98.9% for crimes against the person, including 96.6% of intentional murders, 95.2% of attempted murders, 98.9% of intentional infliction of serious harm to health, 83.3% of crimes against property, including 69.4% of thefts, 93.3% of frauds, 96% of robberies, 97.3% of banditry, 98.2% of extortion, 98.5% of motor vehicle hijackings, as well as 97.6% of hooliganism cases.
A total of 630 crimes from previous years and 4,037 crimes “hot on the trail” were solved. The results of the search for accused persons improved by 0.1%, reaching 87.9%. Through the National Central Bureau of Interpol, the whereabouts of 118 individuals wanted internationally and 65 individuals wanted by member countries of this organization were identified.
In total, 16,725 persons were detained and brought to criminal liability for various offenses, including 247 persons for illegal possession and carrying of firearms, and 216 criminal groups that committed grave and especially grave crimes were neutralized.
A total of 4 tons 714 kilograms (+250 kg) of narcotic substances were removed from illegal circulation. Additionally, 436 tons 266 kg (+167 tons 385 kg) of narcotic plants in green mass form were destroyed.
Capital – Baku City
In 2024, the capital’s police achieved positive results in combating crime and protecting the rights, freedoms, and legitimate interests of citizens.
Of the 31,526 crimes registered throughout the republic by the Ministry of Internal Affairs and the Prosecutor’s Office, 14,925 or 47.3% occurred in Baku, with a detection rate of 88.8%. Of these crimes, 83.7% were less serious and posed lesser public danger, while 16.3% were grave and especially grave.
Compared to 2023, intentional infliction of serious harm to health decreased by 13.5%, intentional infliction of less serious harm to health by 3.8%, theft by 45.8%, robbery by 35.5%, motor vehicle hijacking by 1.6%, and corruption-related crimes by 13.4%.
Of the crimes committed in non-obvious circumstances, 85% were solved; 98.8% of crimes against the person were solved, including 96.2% of intentional murders, 97.8% of intentional infliction of serious harm to health, and 100% of rape cases.
Joint measures with the Prosecutor’s Office ensured the detection of 153 crimes remaining unsolved from previous years, including 40 grave and especially grave crimes, and 515 accused persons wanted for such offenses were detained.
Crimes committed against foreigners had a high detection rate of 92.8%.
