Analysis for 2023
Activity on the sphere of combat against crime and maintaining public order in the whole republic are implemented purposefully, safety of citizens is reliably protected, and the criminogenic situation in kept under control.
During the reporting year, 36.811 crimes were recorded on state institutions that are the subject of operational-search and investigative activities. 41.4% (15,253) of them are related to economic activity, 40% (14,716) are against public security and public order, 14.4% (5,301) are anti-personality and other illegal acts. 84.4% (31,085) were species that did not pose a major public threat and were of low severity
Compared to 2022, intentional serious harm to health decreased by 4.8% (-16), theft by 10.8% (-843), robbery by 23.9% (-64), brigandage by 31% (-32), hooliganism by 5.7% (-37) and environmental crimes 16.5% (-59).
89.6% of the 34,783 offenses reported by the Ministry of Internal Affairs and the prosecutor's office were solved via the use of operational search measures and investigation operations. 89.6% of serious and particularly serious crimes, 84.6% of those that occurred in non-obvious circumstances, 98.4% of those against the personality, 96.1% of intentional murders, 97.4% of attempted murders, 98.9% of deliberate serious harm to health, 79.6% of those against property, including 68.4% of thefts, 92.1% of frauds, 98.1% of robberies, 97.5% of brigandage, 97.5% of extortions, 97.2% of carjacking crimes, as well as 96.3% of hooliganism were solved.
426 crimes from previous years were resolved, along with the solving of 3,314 crimes that had 'hot traces'. The success rate in locating accused individuals increased by 2.3%, reaching 87.8%. 108 individuals sought internationally via Interpol's National Central Bureau, including 31 newly located persons, were found. Moreover, 53 individuals wanted by member countries of Interpol were identified, including 7 newly located persons.
In total, for different crimes. 19564 individual, as well as 247 individual who kept and carried illegal firearms were arrested and prosecuted, 254 criminal groups who committed serious and especially serious crimes were neutralized.
Compared to 2022, either an additional 1,046 kilograms or a total of 4,464 kilograms of drugs were seized and removed from illegal circulation. General weight of 268 tons and 881 kilograms of narcotic plants were destroyed in the form of green mass.
Capital – Baku city
In 2023, the capital police achieved positive results in the compacting against criminality, maintaining rights and freedoms of citizens and their legal benefits
15,759 or 45.3% of the 34,783 crimes registered in the republic by the internal affairs and prosecutor's offices were committed in Baku city, and 87.4% of them were solved. 82.8% of those crimes are minor and do not cause great public danger, 17.2% are serious and especially serious.
Compared to 2022, intentional serious harm to health by 1.3%, acts of sexual violence by 5.3%, theft by 18.2%, robbery by 27.5%, brigandage by 23%, hooliganism by 16.8%,drug-related crimes by 13.4%, human trafficking crimes by 16.8% has decreased.
82.3% of crimes committed in non-obvious circumstances, 97.8% of crimes against the personality, including 100% of intentional murders, 99.4% of intentional serious harm to health, 71.4% of rape crimes is solved.
Through collaborative efforts with prosecution authorities, a total of 192 cases, including 34 categorized as serious or particularly serious crimes from prior years, were resolved. This endeavor led to the arrest of 426 individuals implicated in these unlawful activities.
Notably, crimes targeting foreigners were addressed with a commendable success rate of 87.3%.
