Crime Analysis of the 1st half of 2021

Review of the results of activities of the Internal Affairs Bodies of the Republic in crime prevention and maintenance of public order and security in the republic in the first half of 2021
 
Today, the Republic of Azerbaijan continues to maintain the status of a country with the highest level of public security and stability in terms of crime prevention and enforcement of public order. 
As a result of continuous monitoring of the crime situation, the existing positive trends in the structure and dynamics of crime have improved even more over the past 6 months.
Among 14,928 crimes committed in the republic, 94.2% or 14,058 offenses percent were under pre-trial investigation by the internal affairs agencies and public prosecution office. 84.3% of these offenses are crimes not posing serious public threats and minor offenses (11,849), and only 15.7% (2236) were classified as grave and especially grave crimes. 

The detection rate for crimes committed under unknown circumstances on the investigation, search and interrogation entities were 5879 (+1075 compared with the same period of 2020).
Within the crime structure, the number of crimes committed against personality was 2660 (+39 compared with the same period of 2020), the number of crimes committed in the economic sphere was 5240 (+224) including 5026 (+175) crimes against property; the number of crimes committed against public safety and public order was 5688 (+1160), and the number of crimes committed against state authority was 453 (+19).
The detection rate has been improved and was 90.3% including detection of crimes committed against personality (+2%), attempted homicides (+11%), crimes committed in the economic sphere (+12.8), including crimes against property (+13.4), robberies (+11.9%), plunders (+3.8%), hooliganism crimes (+3.8%) and crimes committed against state authority (+12.7%). As a result of appropriate measures, the detection rate for crimes committed under unknown circumstances has been improved and reached 85.2% (+12.8%).

Within the structure of crimes against personality there were 1.3% (-1) intentional homicides, 11.1% (-4) attempted homicides, among crimes against property there were 28.5% (-336) facts of home burglary, 46.3% (-75) facts of pickpocketing, 12.6% (-133) road traffic incidents, 6.4% (-16) facts of hooliganism, 40% (-27) crimes against foreign citizens.  
At the same time, the number of crimes committed in public spaces decreased by 16% (375-315).  
It should be noted that the total number of violence-related crimes was 2828 that is 189 facts less (-6.3%) than in the previous year.
Effective measures were taken against an illegal turnover of drugs as a type of transnational organized crime, and particular efforts were made to increase the volume of withdrawal of drugs from illegal turnover. As a result, 4066 (+1281) drugs-related crimes including 1428 (+515) crimes committed for the sale of drugs were detected and 1 ton 843 kg of narcotic substances were withdrawn from illegal circulation that was 776 kg more than in the first half of the previous year. In addition, over 140 tons of illegally cultivated cannabis and poppy plants were detected and destroyed. 

Among 2722 persons involved in these crimes, 2000 were unemployed and uneducated, 964 were previously convicted, and 66 were females.
Adequate efforts were also made in the fight against trafficking in human beings in accordance with the relevant legislative acts and the National Action Plan.
In the reporting period, 120 (+4) human trafficking crimes were registered. Within the investigation of the criminal cases on these facts 10 (-12) persons were brought to trial, 57 victims of human trafficking were reintegrated into the society.
In the result of the investigative and operational measures carried out jointly with the prosecutor's office, 207 unsolved crimes, including 31 grave and especially grave crimes, were solved.
Measures taken to ensure the unavoidability of punishment for offence were also in the focus. 2200 (+379) persons who evaded the investigation and trial were detained including 248 (+7) persons charged with grave and especially grave crimes.

The National Central Bureau of Interpol determined the location of 37 internationally wanted persons and 21 persons wanted by the member states of this organization. A total result of investigative activities was 71%.
In the result of investigative activities taken against organized crime as one of the main directions of law enforcement intelligence operations, 435 (-3) criminal groups, including 126 (+23) criminal groups which committed grave and especially grave crimes, were neutralized; 110 (+24) persons who were illegally holding and carrying firearms were held criminally liable.
Measures taken to ensure unavoidability of punishment for offence. In the result of appropriate measures 7740 perpetrators including 1287 persons accused of grave and especially grave crimes were brought to trial.  
 
The capital – Baku city
 
Baku is considered one of the safest cities in comparison with the capitals of other CIS countries.
At present, the population of the capital is about 3 million people (officially registered).
Public order control is continuously carried out in the city by means of the “Safe City” System. Technical surveillance means are widely used to ensure road safety and abidance by traffic regulations, with the installation of new surveillance cameras the number of appropriate technical means reached 6944.
As in previous years, the metropolitan police achieved certain positive results in the field of combating crime and protection of rights, freedoms and legitimate interests of citizens during the reporting period, particularly in republican and international mass events as well as in maintaining public order and safety during the COVID-19 pandemic.

5992 crimes or 42.6% of 14,058 crimes registered by the Internal Affairs bodies and prosecutor's office in the Republic of Azerbaijan in the 1st half of 2021 fall to the capital of Baku.
81.9% of registered crimes were minor crimes and crimes not posing great threat to public safety and only 17.9% were grave and especially grave crimes.
The total number of crimes increased by 11.7% compared with the same period of the previous year, attempted homicides decreased twice, severe bodily harm crimes decreased by 9.5%, crimes against property decreased by 0.4%, including thefts (-23.4%), home burglary (-35.2%), robberies (-2.1 times), plunders (-28.6%), crimes committed against state authority decreased by 8.3%, and crimes of trafficking in human beings decreased by 16.4%.
 
The detection rate for crimes committed under unknown circumstances was 81.2%. 97.9% of crimes against personality including 66.7% of assaults, 100% of intentional homicides, and 98% of intentional bodily harm were solved.
The number of crimes committed against foreign citizens decreased by 34.6%, and their share in Baku city was 0.5 per cent. 26 of 34 crimes against foreign citizens (83.9%) were solved. Among these crimes, 30 or 88.2% were minor crimes and crimes not posing great threat to public safety including 2 facts of violation of traffic safety rules and service regulations.
 
The total number of domestic violence facts was 283 increasing by 15.5%, while the number of acts of violence against women was 1231 (-103; -7.7 %). 
The number of crimes committed in public places decreased by 4.2% and was 159 facts (73 of them were committed in streets, squares, and parks).

As a result of the investigative and operational measures carried out jointly with the prosecutor's office, 120 unsolved crimes, including 22 grave and especially grave crimes, were solved.
Eight facts of counterfeiting and passing off counterfeit money endangering the economic security of the country was detected as the result of operational activities.
Measures taken to ensure unavoidability of punishment for offense were also in the focus and 135 persons accused of grave and especially grave crimes were detained.
