Report on Ethical Behavior Issues for 2024


Measures related to ethical behavior issues among employees of the Ministry of Internal Affairs have been continued under supervision, as was the case last year.
In the areas of strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction, functions have been carried out sequentially, with appropriate directives and instructions issued to relevant bodies and units. Ethical behavior topics have been widely discussed in professional training sessions held within the ministry's system and in live meetings organized for ideological work. Virtual seminar sessions have been conducted for senior officials, and employees have participated in relevant events held both domestically and abroad. Tasks related to compliance with ethical behavior guidelines have been highlighted in online training sessions held with the staff of external services. Additionally, in the education and training programs, topics such as combating corruption and ethical behavior have been taught as a special subject to students at the Police Academy.
As part of internal control measures, disciplinary actions were taken against 152 employees for violations of ethical behavior rules. Of these, 17 were dismissed from the Ministry of Internal Affairs, 13 were relieved of their duties, and 122 others faced other forms of disciplinary measures.
Measures in this area are ongoing.


Report on Ethical Behavior Issues for 2023


Measures dedicated to ethical behavior issues among the staff of internal affairs agencies continued to be monitored and implemented throughout the past year.
Functions in the areas of strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consistently, with guiding orders and instructions given to relevant agencies and departments on these matters. In professional training sessions held within the Ministry system and live meetings organized for ideological work, topics related to ethical behavior rules were widely covered. Virtual seminars were conducted for senior officials, and staff participated in relevant events organized both in the country and abroad. In online training sessions with the personnel of the exterior service, tasks related to compliance with ethical behavior rules were also emphasized. Additionally, based on education and training programs, the topic of combating corruption and ethical behavior was taught as a special subject to the cadets at the Police Academy.
As part of internal oversight measures, disciplinary actions were taken against 196 employees for violating ethical behavior rules. Of these, 35 were dismissed from service in the internal affairs agencies, 18 were relieved of their duties, and 143 faced other disciplinary actions.
Relevant measures in this area are ongoing.


Report on Ethical Behavior Issues for 2022

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, with ongoing supervision.
Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. During online training sessions held with the personnel of the external service, the tasks related to compliance with ethical behavior rules were thoroughly communicated, and the topics of anti-corruption and ethical behavior were taught as a special subject in the curriculum for cadets at the Police Academy.

Within the framework of internal control measures, disciplinary penalties were imposed on 186 employees for violating ethical behavior rules. Of these, 23 were dismissed from the internal affairs bodies, 22 were relieved of their positions, and 141 underwent other accountability measures.

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, taking into account the quarantine regime applied in the country, the resulting restrictive measures, and additional duties.

Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. During online training sessions held with the personnel of the external service, the tasks related to compliance with ethical behavior rules were thoroughly communicated, and the topics of anti-corruption and ethical behavior were taught as a special subject in the curriculum for cadets at the Police Academy.

Within the framework of internal control measures, disciplinary penalties were imposed on 168 employees for violating ethical behavior rules. Of these, 30 were dismissed from the internal affairs bodies, 21 were relieved of their positions, and 117 underwent other accountability measures.

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, despite the quarantine regime applied in the country, the resulting restrictive measures, and additional duties.

Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. During online training sessions held with the personnel of the external service, the tasks related to compliance with ethical behavior rules were thoroughly communicated, and the topics of anti-corruption and ethical behavior were taught as special subjects in the curriculum for cadets at the Police Academy.

As a result of these and other preventive measures, the cases of violations of human and citizen rights and freedoms decreased by 2.3 times. Additionally, within the framework of internal control measures, disciplinary penalties were imposed on 155 employees for violating ethical behavior rules. Of these, 22 were dismissed from the internal affairs bodies, 16 were relieved of their positions, and 117 underwent other accountability measures.

Measures in this area continue in the current year as well.
