Report on Ethical Behavior Issues for 2022

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, with ongoing supervision.

Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. During online training sessions held with the personnel of the external service, the tasks related to compliance with ethical behavior rules were thoroughly communicated, and the topics of anti-corruption and ethical behavior were taught as a special subject in the curriculum for cadets at the Police Academy.

Within the framework of internal control measures, disciplinary penalties were imposed on 186 employees for violating ethical behavior rules. Of these, 23 were dismissed from the internal affairs bodies, 22 were relieved of their positions, and 141 underwent other accountability measures.

Measures in this area continue. 

 

Report on Ethical Behavior Issues for 2021

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, taking into account the quarantine regime applied in the country, the resulting restrictive measures, and additional duties.

Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. During online training sessions held with the personnel of the external service, the tasks related to compliance with ethical behavior rules were thoroughly communicated, and the topics of anti-corruption and ethical behavior were taught as a special subject in the curriculum for cadets at the Police Academy.

Efforts related to ethical behavior issues among the employees of the internal affairs bodies were continued last year, despite the quarantine regime applied in the country, the resulting restrictive measures, and additional duties.

Functions related to strengthening the rule of law, protecting human rights and freedoms, and ensuring citizen satisfaction were carried out consecutively, and guiding orders and instructions were issued to the relevant bodies and departments on specific issues. In the professional training sessions held within the Ministry, topics on ethical behavior rules were taught, virtual seminar sessions were conducted for senior officials, and employees participated in relevant events organized both in the country and abroad. As a result of these and other preventive measures, the cases of violations of human and citizen rights and freedoms decreased by 2.3 times. Additionally, within the framework of internal control measures, disciplinary penalties were imposed on 155 employees for violating ethical behavior rules. Of these, 22 were dismissed from the internal affairs bodies, 16 were relieved of their positions, and 117 underwent other accountability measures.

Measures in this area continue in the current year as well.
