ANNOUNCEMENT BY PROSECUTOR GENERAL’S OFFICE AND MINISTRIES OF NATIONAL SECURITY AND INTERNAL AFFAIRS

     The investigation into the criminal case instituted in accordance with the Criminal Code’s articles concerning violent seizure of power, organization of mass unrest as well as embezzlement or misappropriation has revealed a number of new circumstances and accessories to the crime.
     It was found that Akif Muradverdiyev, the Ex-manger at the President’s office and Fikrat Sadygov, the ex-president of the State company AzerKimya had connived with Rasul Guliyev accused of large-scale embezzlement, Ali Insanov, the ex-Minister of Health, Farhad Aliyev, the ex-Minister of Economic Development, Fikrat Yusifov, the ex-Minister of Finance and others to prepare for the violent seizure of power.        
     During their secret meetings held in the restaurant Flagman located at the Novkhany-Sumgait highway, and in different apartments in the capital and its suburbs, as well as dachas, they were discussing the issues concerning the conspiracy to overthrow the government including organization of subversive groups to be involved in mass unrest, and financial support of these actions. 
     The investigation revealed that instructed by Rasul Guliyev ex-Finance Minister Fikrat Yusifov met with ex-president of the State company Azerkimya Fikrat Sadygov in his office to ask him for funding the conspiracy. Ever since, they have met for handing over the money in a regular manner. 
      Fikrat Yusifov testified they used coded words while discussing these issues on the telephone. He advised that Fikrat Sadigov’s chauffer handed $10 thousand over to him in the restaurant Flagman on 16 October 2005. Fikrat Sadygov confirmed during the testimony that the total sum he had handed over to Yusifov since 2001 was $30 000.
     During the investigation, Akif Muradverdiyev, the ex-manager at the Office of the President of Azerbaijan made a written request to the Prosecutor General on 22 October, 2005 expressing the wish to disclose the facts concerning the conspiracy to overthrow the state power. He testified that during his meeting with ex-Minister of Economic development Farhad Aliyev in his office on October 13, 2005, the latter spoke of the forthcoming end of the existing power, and said in particular, that neither he nor Ali Insanov was afraid of anything, and that it was necessary to intensify the anti-government activities.  
     After the persons under charge and those questioned as suspects and witnesses confirmed the direct involvement of Akif Muradverdiyev in preparation for anti-constitutional actions, he was committed to prison by the Nasimi district Court’s decision of 24 October, 2005. 
     The search at Akif Muradverdiyev’s dacha in Novkhany has resulted in confiscation – as material evidence – of US$32.700, ˆ14.000, £ 9.100, as well as golden coins of various denominations, 40 gold watches and other adornments.
     Najafgulu Guliyev, 58, the previously convicted Chair of the Shurbad Municipality in Khyzy district has also been held as a suspect of preparation of the violent seizure of power. The detainee advised that ex-Minister of Health Ali Insanov and Akif Muradverdiyev often met in their dachas located in the village of Gyzylgazma of Altyagach municipality in Khyzy district. He said that over the last months he had to be an eyewitness of their discussions on the necessity to overthrow the existing power.  Najafgulu Guliyev noted that Fikrat Yusifov and some other persons unfamiliar to him joined the meetings several times.   
      The investigation has also found that in early October, 2005 Rasul Guliyev got in touch with Sabir Bakhshaliyev, who used to work for him at the company Azerneftyag in 1980s, and with whom he maintained close relations, to give instructions aiming at preparing the actions to prevent him from the arrest at the Baku airport, as well as attract other people to this business. Apart from this, Sabir Bakhshaliyev took purposeful steps to receive information on the measures Police was going to resort on October 17, 2005 to maintain the public order.  
     Having gotten in touch with deputy Chief of the Baku Nasimi district Police Department Ilgar Rahimzade, who also worked as a worker at the Azerneftyag, and has been familiar to and maintained close relations with him since 1992, Sabir Bakhshaliyev met with him on 16 October 2005 in the latter’s office. After Ilgar Rahimzade familiarized Sabir Bakhshaliyev with the plan of actions by police to safeguard the public order in Baku, Bakhshaliyev made a hard copy of the plan right in the office and used a telephone here to pass its content including the information on police’s dislocation to the interested persons.   
     Ilgar Rahimzade and Sabir Bakhshaliyev have been accused in accordance with relevant articles of the Criminal Code of the Azerbaijan Republic with the Court’s decision to apply arrests as preventive punishments against them.
