PRESS RELEASES BY THE MEDIA SERVICE OF THE INTERNAL AFFAIRS

Colonel-general RamilUsubov, the Minister of Internal Affairs of the Azerbaijan Republic, delivered the report at the meeting. He mentioned positive results achieved in 2011 in every sphere under the leadership of the Honourable President of the Azerbaijan Republic IlhamAliyev, as well as enhancement of democratic processes, election of Azerbaijan as a nonpermanent member of the Security Council of UNO, generally successful development of HeydarAliyev’s course, public order ensuring the works conducted on continuing basis, secure protection ofhuman rights and freedoms, timely and full execution of all duties arising from decrees and orders of the Head of the state. According to the results of crime prevention in 2011 Azerbaijan also achieved a leading position among the countries of CIS and Eastern Europe. It was noted that 90% of registered 22 982 crimes were the crimes not causing high social danger or minor offences, and only 10% were grave and the gravest crimes. No serious changes occurred in the structure and dynamics of crime, and positive trends registered in previous years persisted. Grave and the gravest crimes rate decreased by 6.5 % including wilful homicides and attempted homicides rate decreased by 2.2%, robberies rate decreased by 11%, exactions by threats rate decreased by 29.2% and no facts of kidnapping and gangsterism were registered.
83% of crimes were solvedin the result of appropriate operational investigative measures and actions. 246 crimes including 51 grave and gravest crimes closed from the past year were solved jointly with the prosecution authorities as well as 932 crimes were solved “hot on the trail” by means of urgent and flexible measures.

The Minister emphasized a special role of “102” and “Safe city” systems and mentioned that effectiveness of innovative information technologies in crime prevention and operational activities in this field is evident. It was noted that about 2500 offences were prevented based upon data incoming from “102” service, and 1609 cases were brought before a court. 34 crimes were solved, 4493 traffic incidents, about 20 000 administrative violations of road traffic regulations and 118 cases which led to vehicle/pedestrian accidents were detected, as well as 97 vehicles on the wanted list were found owing to technical capabilities of the system “Safe city”.
13 792 persons were brought to trial for commission of various kinds of crimes by means of continuous measures conducted for provision of imminence of punishment for committed offence. At the same time 2173 persons on the local and intergovernmental wanted list including 104 accused persons absconding in CIS and other foreign countries were arrested. Location of 70 persons on the wanted list of the Interpol's National Central Bureau and 27 persons wanted in the member-states of this organization was identified. 186 organized crime groups and bands consisting of 560 persons which had committed 492 grave and gravest crimes including 16 wilful homicides, 67 robberies and 57 plunders were neutralized owing to purposeful and systematic measures of organized crime prevention. 95 persons were brought to trial with confiscation of 1037 units of firearm and over 32 thousand cartridges for illegal possession and transportation of gun. In the result of operational activities taken in the field of protection of economic security of the state 38 facts of crime connected with counterfeit money production and sale were detected and 5235 bonds of total amount over 500 thousand manats were recalled from illegal circulation. Touching upon the work done in the field of combating drug-trafficking and trafficking in persons as the kinds of transnational organized crimes the Minister mentioned that 557 kg of drug substances were withdrawn from illegal trafficking, 28.6 kg of drugs were prevented from entry to the country and narcotic plants of total weight 367 tons were detected and destroyed in the wet weight. The Minister also noted that owing to the operational measures taken in accordance with the National Plan of Actions against trafficking in persons 69 facts of crime were detected and 20 persons were brought to trial, 7 criminal groups consisting of 16 persons were neutralized, 28 victims of these crimes were reintegrated into society.

The speaker told that activity of employees of investigative authorities playing the leading role in detection of crimes was satisfactory in the reporting period and in comparison with 2010 number of criminal cases under investigation increased by 11.7%, proceedings on 49.3% of them were completed and sent with indictments to courts. 73.7% of material damage caused to citizens and state in connection with criminal cases was indemnified that was 8.8% more than in the previous respective period. It was also mentioned that 13 legislative acts were adopted in respect of ensuring of road traffic safety and application of ‘one contact’ principle in registration of vehicles began.Total number of vehicles in the republic reached one million with primary registration of 73 337 vehicles. The Minister noted that number of traffic accidents increased by 6.2%, casualties increased by 9.8% and number of injured persons increased by 5.6% and emphasized importance of intensification of State Traffic Police employees’ activity in the field of detection of cases of excessive speed, overtaking and driving while intoxicated, as well as violation of traffic regulation by pedestrians including jaywalking.
The Minister paid tribute to active participation of the Internal Troops which are given every support of the President of the Azerbaijan Republic, the Supreme Commander-in-Chief of the Armed Forces Mr. IlhamAliyev, having availableever-improving material and technical resources, service conditions and social protection of personnel, in keeping watch and ward overpublic order, protection of citizen legal interests against offences, crime prevention, measures for ensuring public security and special operations and in maintenance of public order and security at the highest level by the Internal Troops personnel during about 400 mass events including over 300 important international events held in various places of the country.
Colonel-general RamilUsubov emphasized that authority of police in society depends directly on timely and prompt response to applications of citizens, execution of the President’s decree connected with this task and exemplary ensuring of human and citizen rights and freedoms, and noted that work in this field is under strict control and appropriate organizational and practical measures are taken.It was noted that number of citizens received by the administration and structural service of the Ministry was about 5 thousand or 25% more in comparison with 2010, all issues were taken under the control and most of them were solved favourably, written replies were sent to all applicants and their right were explained to them. At the same time attention of the Collegium members was attracted to decrease in the total number of complaints among police employees by 25.6% in comparison with 2010, as well as decrease in groundless arrests by 31.6%, in groundless bringing to police stations by 45.6% and in groundless criminal prosecution by 60%, and lack of any registered facts of torture and illegal use of government-issue weapon.
Having emphasized the ever-improving level of the personnel proficiency at the present stage the Minister also mentioned that much attention was paid to personnel training. 648 employees of the internal affairs bodies took part in trainings, seminars and extension courses organized by UNO, OSCE, EU, EC, NATO and other international organizationsin the republic and foreign states, as well as in exchange of experience. In addition, it was noted that construction and restoration works were conducted at 29 objects within the scope of measures for improvement of service conditions in authorities and departments,in patrol cars there were installed POS-terminals for the purpose of minimization of official/citizen contacts during payment of a fine for any traffic infringementandon-board computers for prompt access to any data on drivers. It was also noted that an electronic service system enabling issue of ID cards, national passports, various certificates, special permits, licenses, etc. and covering 25 various directions in tote will be launched in the near future according to the relevant Decree of the President of the Azerbaijan Republic.
The Minister mentioned that achievements in the field of crime prevention, public order and public security were also the result of close relations with prosecution authorities, the Ministries of National Security, Justice, Emergency Situations and Transport, the State Border Guard Service and civic institutions, and emphasized importance of further development of this cooperation defending the national interests. Having touched upon some shortcomings and faults along with achieved success the Minister in his speech attracted attention of the Collegium members to necessity of a comprehensive analysis of such shortcomings and faults, ways of their elimination and current challenges.

The Minister of Internal Affairs of the Nakhchivan Autonomous Republic A.Ahmadov, the Chief of the Police Headquarter of Baku City R.Abbasov, the Head of the Main Investigations and Inquiry Directorate S.Mehraliyev, the Chief of the Main Security Directorate Y.Aliyev, the Chief of the Main Directorate for Combating Organized Crime M.Seyidov, the Chief of the Interpol’s National Central Bureau in the Azerbaijan Republic S.Mirzayev and others speaking during the discussion of the report reported on the work done in 2011 and promised to eliminate current shortcomings in the shortest possible time.
Summarizing the meeting the Minister Ramil Usubov pointed that all conditions are created by the state for normal activity of the internal affairs bodies and police employees and military personnel are given every support. He assured the President of the Azerbaijan Republic, the Supreme Commander-in-Chief of the Armed Forces Mr. Ilham Aliyev that the personnel, keeping its oath inviolate, will discharge vigorously and selflessly its duties and important functions for crime prevention, public order and public security maintenance and protection of human rights and freedoms in 2012 and serve the people, state and statehood faithfully.
