On September 16, an extended board meeting dedicated to the current situation of the “Prevention and detection of crimes against property and minor larcenies committed under unascertained circumstances” as well as the “Work done in the field of application of administrative legislation by police chiefs and police officers”, and the forthcoming tasks.
Minister of Internal Affairs Colonel-General Vilayat Eyvazov noted that the issues under discussion covered the urgent and important areas related to the activities of the internal affairs bodies. He stressed that the purposeful organization of operational and service activities in the relevant areas is important in terms of reliable protection of human rights and freedoms, legal interests of the state, individuals and legal entities as well as ensuring citizen satisfaction as a whole.
Chief of the Main Criminal Investigation Department Police Major-General Arzu Dashdamirov and Chief of the Main Public Security Department, Police Major-General Ogtay Karimov made reports on the issues of the agenda and spoke about the results obtained, shortcomings in the service activities and the work to be done to eliminate them.
Minister of Internal Affairs Colonel-General Vilayat Eyvazov noted that the issues under discussion covered the urgent and important areas related to the activities of the internal affairs bodies. He stressed that the purposeful organization of operational and service activities in the relevant areas is important in terms of reliable protection of human rights and freedoms, legal interests of the state, individuals and legal entities as well as ensuring citizen satisfaction as a whole.
Chief of the Main Criminal Investigation Department Police Major-General Arzu Dashdamirov and Chief of the Main Public Security Department, Police Major-General Ogtay Karimov made reports on the issues of the agenda and spoke about the results obtained, shortcomings in the service activities and the work to be done to eliminate them.

Summarizing the meeting, Minister V.Eyvazov noted that in 8 months of the current year the tasks related to the maintenance of public order and public security have been fulfilled successfully and positive results achieved in crime prevention and protection of human rights and freedoms have been maintained in the reporting period.
He noted that as compared to the relevant period of 2018, the number of intentional homicides decreased by 13.8 per cent, the number of attempted intentional homicides decreased by 18.5 per cent, the number of crimes related to intentional serious harm to health decreased by 1.8 per cent, the number of crimes committed with the use of firearms decreased by 7,5 per cent, the number of crimes against property decreased by 12.2 per cent, including robberies (-7 per cent), blackmailing offenses (-19 per cent), fraud offenses (-27 per cent). At the same time, the detection rate increased.
The Minister of Internal Affairs brought to attention that the work done on the agenda items was generally satisfactory, but certain shortcomings were registered in some territorial bodies. The Minister demanded that adequate measures be taken to eliminate such shortcomings.
First of all, the Minister noted that about a ton of drugs were withdrawn from illegal circulation in the past period of the current year and provided clear instructions on the measures necessary to strengthen antinarcotic propaganda among young people, educational institutions, mass media and social networks, especially to prevent attempts of criminal groups to sell illegal drugs using the Internet information resources.
The Minister recalled that one of the key tasks set by the President of the country is to ensure citizen satisfaction and emphasized the importance of expeditious handling of all appeals, making legitimate decisions, and ensuring compensation of damages caused to victims in the result of crimes during the investigation and investigation process. Mr. Usubov also noted that chiefs of all departments and agencies must exercise daily control over provision of high-level services within the competence of the police.
Colonel-General Vilayat Eyvazov expressed his confidence that the staff of the internal affairs bodies would continue to efficiently perform their duties and tasks provided for in the legislation and to spare no effort for the reliable protection of stability and peace in the country as well as legitimate interests of the state and citizens against illegal actions.
