Crime Analysis of the 1st half of 2019

 

Review of the results of activities of the Internal Affairs Bodies in crime prevention and maintenance of public order and security in the republic in the first half of 2019

In the first half of 2019, the internal affairs bodies together with other law enforcement agencies successfully carried out the activities in combating crime, effective protection of public order, maintenance of public security and protection of legal interests of citizens, exercised control over the crime situation and maintain the status of the most secure and stable country in CIS and Eastern Europe with the crime rate per 100,000 inhabitants (135 facts).
It should be noted that the population of the country has exceeded 10 million in the current year.
In the reporting period, 13,534 (+5.4% in comparison with 2018) acts of crime were registered in the republic during the reporting period by all government authorities carrying out investigative and search activities. 12,411 or 91.7% of these crimes were the offences under pre-trial investigation within the powers of the internal affairs bodies and prosecution agencies; 10,984 or 88.5% of them were the crimes not posing great threat to public safety (3558) and minor offences (7426), and only 1427 (11.5%) were grave and especially grave crimes, and the detection rate was 83.1%.
Among them there were 2675 (21.5%) crimes committed against personality, 5260 (42.4%) crimes committed in the economic sphere, 4019 (32.4%) crimes committed against public safety and public law and 456 crimes (3.7%) committed against state authority.
Within the crime structure, the number of intended bodily harm crimes decreased by 7 facts (-4.1%), thefts decreased by 61 facts (-1.7%), including home burglary 61 (-4.6%), roguishness decreased by 351 facts (-24.2%), robberies decreased by 14 facts (-22.6%), blackmailing offences decreased by 9 (-19,1%), hooliganism crimes decreased by 115 facts (-25.1%); misappropriation and embezzlement crimes increased by 76 facts (+1,3%), drugs related crimes increased by 602 (+35.2%), smuggling crimes increased by 53 (+2.4 d.), traffic violations and violation of vehicle operation increased by 39 facts (+4.5%).
86.3% of grave and especially grave crimes, including 95.3% of intentional homicides, 94.4% of blackmailing offences, 82.4% of robberies were opened, as well as 163 crimes related to past years, including 18 grave and especially grave crimes were solved.
46 (35.1%) of 131 solved crimes of intentional homicides and attempted homicides were the facts of domestic violence.

1920 (91.9%) of 2089 crimes that remained unsolved were less severe and did not pose a major public threat, and only 169 (8.1%) were grave and especially grave crimes, and 1686 (80.7%) of them were the crimes against property, 215 (10.3%) were the crimes against public security and public order, and 126 (6%) were the drug trafficking crimes.
In the result of combating human trafficking in the country,193 crimes were detected, 2 criminal groups were neutralized. 41 persons were brought to court in the result of investigative activities carried out on these facts, 64 victims of human trafficking were reintegrated into the society.
52 persons were held liable for illegal acts against public morality, including 32 persons who were held liable for involvement in prostitution and 28 persons were held liable for maintaining of 11 houses of prostitution.
With the measures taken against organized crime as one of the main directions of law enforcement intelligence operations, 424 criminal groups, including 78 criminal groups which committed grave and especially grave crimes, were neutralized, 65 persons who were illegally holding and carrying firearms were held criminally liable.
2310 (+35.2%) drugs related crimes including 707 (+34.7%) crimes committed for sale of drugs were detected, 810 (+76) kg of narcotic substances were withdrawn from illegal circulation and over 74 tons of illegally cultivated cannabis and poppy plants were detected and destroyed. 24 (+6) criminal groups engaged in illegal drug trafficking were neutralized, and 1657 (+442) persons were held criminally liable.1008 (65.7%) of 1535 persons who committed this kind of crimes were unemployed and uneducated, 399 (26%) were previously convicted, and 21 (1.4%) were women.
The total rate of detention of wanted persons was 59.5% and detection of missing persons was 74.8%.
Positive results were obtained in the arrest of those sought for crimes against public morality (80%), against personality (58.5%), and against property (68%).
The results of the search for accused persons improved by 2.1% and 1852 persons who evaded the investigation and trial were detained. The National Central Bureau of Interpol determined the location of 52 internationally wanted persons, 30 persons wanted by the member states of this organization were detained.  
6204 persons of 8053 persons who committed wrongful acts were held criminally liable, 4657 (57.8%) of them were unemployed and uneducated, 1107 (13.7%) of them were previously convicted, 441 (5.5%) were women, and 201 (2.5%) were minors.
 
The capital – Baku city

Baku is considered one of the safest and stable cities in comparison with the capitals of other CIS countries.
At present, the population of the capital is about 3 million people (officially registered).
44.3% of the crimes registered by the Internal Affairs bodies and prosecutor's office in the country during the 6 months of the current year fall to the capital of Baku (5496).
As in previous years, the metropolitan police achieved certain positive results in the field of combating crime and protection of rights, freedoms and legitimate interests of citizens during the reporting period, and discharged their duties effectively to maintain public order and security, particularly on the eve of mass events of national and international importance, including Formula 1 Grand Prix of Azerbaijan and UEFA Europe League Final held in April and May of this year.
87.4% of registered crimes were minor crimes and crimes not posing great threat to public safety and only 12.6% were grave and especially grave crimes.
There has been a decline by 3.2% in overall number of criminal facts, 9.1% in crimes against property, 32.8% in fraud, 4.1% in vehicle hijacking, as well as 23.1% in hooliganism being a type of the crimes against public security and order, and 5.7% in traffic violations and violation of vehicle operation rules as compared to the corresponding period of 2018.
Stability (100%) in solution of attempted homicides and positive growth by 2.1% in solution of grave and especially grave crimes, by 1.2% in solution of crimes against personality, as well as by 12.2% in solution of intentional homicides, by 4% in solution of intentional bodily harm crimes, by 2.5% in solution of crimes of fraud, and by 6.5% in solution of robberies was observed in the reporting period compared with the same period of the previous year.
The detection rate for grave and especially grave crimes committed under unknown circumstances was 61.4%. 90.3% of 931 crimes against personality including 95% of intentional homicides and 92.1% of intentional bodily harm and rape were solved.
28 (65.1%) of 52 crimes committed against foreign citizens were solved during the reporting period. The share of these crimes in the capital was 0.5%.  
The number of crimes committed in public places decreased by 48.1% as compared with the corresponding period of 2018 and was 256 facts (152 of them committed in streets, squares, parks, and 103 in other public places).
In the result of the investigative and operational measures carried out jointly with the prosecutor's office, 61 unsolved crimes, including 6 grave and especially grave crimes, were solved.
Two facts of counterfeiting and passing off counterfeit money were detected in the result of operational activities taken against crimes that is particularly relevant for the protection of the economic security of the state.
Measures taken to ensure unavoidability of punishment for offence were also in the focus and 174 persons accused of grave and especially grave crimes were detained.
