Board Meeting held via video conferencing at the Ministry of Internal Affairs

 On July 21, the Ministry of Internal Affairs held a board meeting dedicated to the results of activities in the field of combating crime, protection of public order and maintenance of public security in the first half of 2020 as well as to the forthcoming tasks. The meeting was held via video conferencing due to the epidemic situation in the country.
Opening the meeting, Minister of Internal Affairs Colonel-General Vilayat Eyvazov emphasized the great amount of work done by the internal affairs authorities and Internal Troops over the past 6 months and the positive results achieved in that period. It was mentioned that with the application of innovations in service activities the “Registration of passes in the period of quarantine”, “Mobile search web portal”, “Unified register of inspections”, “Business trip registration”, and “Electronic exam” in the Police Academy information systems were created and launched as well as a number of infrastructural novelties were introduced.

 The Minister of Internal Affairs noted that 24-hour security of 62 hospitals and other facilities in 35 cities and regions where the infected were placed under quarantine continues to be provided as part of the activities to control the observance of the special quarantine regime applied in the country. He also noted that administrative sanctions were applied to about 195 thousand persons who violated the requirements of the special quarantine regime, 788 of them were arrested, 193,560 persons were penalized including 17,820 persons who were not wearing medical face masks.
Colonel-General Vilayat Eyvazov stated that Head of State Ilham Aliyev and First Vice President Mehriban Aliyeva always had high opinion of the activity of the internal affairs authorities and Internal Troops. Minister recalled that 26 employees were awarded the state prize on the eve of the professional holiday of the police and three senior officials were given high special ranks.
Then the floor was given to First Deputy Minister of Internal Affairs, Lieutenant-General of Police Seyfulla Azimov.
He stated that 13,310 crimes were registered by criminal intelligence and investigation state authorities, 94.7 percent of these crimes were the offences investigated and interrogated by the internal affairs authorities and prosecution agencies and 87.2 percent of them were the crimes not posing serious public threat and minor offences.

 The speaker noted that decrease in the number of crimes was registered compared to the same period of the previous year. The number of intentional homicides decreased by 6 percent, attempted homicides decreased by 16.3 percent, intended bodily harm of low severity decreased by 4.2 percent, crimes against property decreased by 4.8 percent, hooliganism crimes decreased by 27 percent, juvenile crimes decreased by 19.6 percent, offenses on the basis of family conflict decreased by 6.2 percent, firearm-related crimes decreased by 33.3 percent, crimes committed in public places decreased by 21.5 percent, road traffic accidents decreased by 7.5 percent, the number of road traffic victims decreased by 5 percent, the number of persons injured in road traffic accidents decreased by 6 percent. During the reporting period, 241 crimes of the past years were solved and 1821 wanted persons were arrested in cooperation with the prosecution authorities.
Lieutenant-General of Police Seyfulla Azimov brought to the attention of the Board members that 438 criminal groups were neutralized in the result of activities carried out in the field of combating organized crime including 103 criminal groups responsible for grave and especially grave crimes, 86 persons who illegally held and carried firearms were brought to criminal responsibility, 1 ton 67 kg of narcotic drugs were removed from illegal circulation that is 256.5 kg more than in 6 months of the previous year and about 91 tons of narcotic plants were detected and destroyed.

Speaking on the report Chief of the Main Public Security Department, Police Major General Ogtay Karimov, Deputy Chief of the Main Police Department of Baku city Police Major General Teymur Hajiyev, Chief of the Main Police Department of Ganja city Police Colonel Akbar Ismayilov, Chief of the Public Security Division of the Main Police Department of Baku city Police Colonel Sardar Safarov, and others reported on the work done and results achieved in the reporting period as well as on the specific measures arranged to eliminate shortcomings and faults in the activities.
Summing up the meeting, Minister of Internal Affairs Vilayat Eyvazov drew attention to a number of cases that had negative impact on the work of  individual territorial subdivisions along with positive results achieved in operational and service activities in the reporting period and gave concrete instructions and recommendations to the participants of the meeting focused on their comprehensive analysis, ways of elimination and upcoming tasks.

The Minister demanded from the chiefs of all police authorities to develop the positive results achieved in crime prevention and protection of order and internal security, to ensure even more vigorous work of the personnel and to improve its professional standards.
On behalf of the personnel Colonel General Vilayat Eyvazov expressed deep gratitude to President Ilham Aliyev and First Vice-President Mehriban Aliyeva for the high attention, appreciation and care shown to the internal affairs authorities and assured them that they would continue to adequately and perfectly exercise their duties of protecting public order, legality and supremacy of law in the republic.
