Leadership

The Ministry is headed by the Minister of Internal Affairs of the Republic of Azerbaijan appointed and discharged by the President of the Republic of Azerbaijan.

The Minister manages activities of his office on an individual responsibility principle by supervising both the police units and the Internal Troops.

The Board of the Ministry of Internal Affairs is an advisory body comprising high-ranking managerial personnel. The Board is chaired by the Minister with the members appointed from among heads of various ministerial services following nomination by the Minister and subject to the President’s approval.

 

He was born in 1968 in Abragunus village of Julfa region. In 2000, he graduated from The Police Academy of the MIA of Azerbaijan Republic. He did statutory actual military service in Armed Forces.

He has been serving in Internal Affairs Bodies since November 1994. He began his activities in Internal Affairs Bodies as a private policeman, held various posts in crime detection bodies, worked in the position of Deputy Chief of the Main Criminal Intelligence  Department of MIA, and during 2001-2005, worked as Deputy Chief and Chief of Main Organized Crime Department.

By Order No. 753 of the President of Azerbaijan, dated on 14 April 2005, he was appointed the Deputy Minister of Internal Affairs of Azerbaijan Republic. By Order No. 1889 of the President of Azerbaijan, dated on 11 March 2016, he was appointed the First Deputy Minister of Internal Affairs of Azerbaijan Republic.

By Order No. 1278 of the President of Azerbaijan, dated on 20 June 2019, he was appointed the Minister of Internal Affairs of Azerbaijan Republic.

He was honoured with several awards for organization of the activities on combating crimes, for efficient activity on protection of the Constitution and the governmental structure and securing of public order. By Decree No. 725 of the President of Azerbaijan Republic, dated on 30 June 2002, he was awarded with “Azerbaijan Flag” Order. By Order No. 598 of the President of Azerbaijan Republic, dated on 1 July 2014, he was awarded with the Order "For Service to the Fatherland" of the 2nd degree. Pursuant to Presidential Order No. 263 of June 29, 2018 awarded the order "For Service to the Fatherland" of the 1st degree. Pursuant to Presidential Order No. 2338 dated December 9, 2020, he was awarded the Victory Order. Pursuant to Presidential Order No. 2912 of July 1, 2008 he was awarded with the For Heroism Medal.

Pursuant to President Order No.293 of 2004 he was conferred the special rank of Police Major General, pursuant to President Order No.1546 conferred the special rank of Police Lieutenant General. Pursuant to President Order No.1299 of 2019 he was conferred the highest military rank of Colonel General.  

He is married and has three children.

Azimov Seyfulla Sattar oglu was born in 1970 in the village of Yukhari Dasharkh of the Sharur region of the Autonomous Republic of Nakhchivan.

He graduated from the Azerbaijan State Oil Academy in 1994, and from the Police Academy of MIA of the Republic of Azerbaijan in 2000.

In 1988-1990 he served military obligations in the Armed Forces.

He has been serving in the Internal Affairs bodies since 1996.

He worked as the Police Investigator and Chief Police Investigator for criminal investigation and combating organized crime in various structural bodies of MIA, Deputy Chief of the 24th Police Department of the Nizami District Police Department of Baku City, Chief of the 2nd and 22nd police departments of the Khazar District Police Department, Deputy Chief of the Narimanov District Police Department, Chief of the Guba District Police Department and Chief of the Main Department for Combating Organized Crime of MIA.
He was appointed the First Deputy Minister of Internal Affairs of the Republic of Azerbaijan by Order No. 1316 of the President of the Republic of Azerbaijan dated July 5, 2019.

He distinguished himself in fighting against crime, provision of public security in the Republic of Azerbaijan and fulfilling the tasks set forth for protection of public order and was honoured with various awards for meritorious services. He was awarded the medals “For bravery" by Order No. 2309 of the President of the Republic of Azerbaijan dated June 29, 2012, and by Order No. 263 of the President of the Republic of Azerbaijan dated June 29, 2018.

According to Order No. 1310 of the President of the Republic of Azerbaijan dated July 1, 2015, Azimov Seyfulla Sattar oglu was promoted to the highest special rank of police major-general. Pursuant to Order No.2135 of the President of Azerbaijan Republic dated July 1, 2020 he was conferred the highest special rank of Police Lieutenant General.

Married, two children.

Karimov Ogtay Asgar oglu was born on June 6, 1967 in Baku city.

In 1988, he graduated from the Simferopol Higher Military-Political Construction School and in 1997 from the Police Academy of the Ministry of Internal Affairs.

He has served as deputy company commander in the Armed Forces of the USSR in 1988-1990, as deputy company commander and company commander in the regular police unit under the subordination of the Ministry of Internal Affairs of the Republic of Azerbaijan in 1991-1992,  as inspector, chief inspector, head of department, deputy chief of General  Public Security Department in 1992-2015, as the first deputy of the chief of Headquarters in Internal Troops of the Ministry of Internal Affairs in 2015-2016, and the chief of the General Public Security Department in 2016-2022.

By the Decree of the President of the Republic of Azerbaijan dated June 29, 2017, he was awarded the higher special rank of police major general.
Pursuant to Order No.3945 of the President of Azerbaijan Republic dated June 25, 2023 he was conferred the special rank of Police Lieutenant General.
By the Decree of the President of the Republic of Azerbaijan dated December 16, 2022, he was appointed to the position of the Deputy Minister of Internal Affairs of the Republic of Azerbaijan.

By the orders of the President of the Republic of Azerbaijan in 2004 he was awarded the medal "for Bravery", in 2015 "the third degree order for service to the Motherland"" in 2018 the medal "for the Motherland" in 2021 "the second degree order for service to the Motherland" for his distinction and special services while performing the assigned tasks in he field of combating crime, ensuring public safety and protection of public order.

He is married and has three children.

Ismat Aliyev was born in 1959 in Amirkheir village of Krasnoselski region of the Republic of Armenia. In 1981 he graduated with honours from the Azerbaijan Polytechnic Institute named after Ch.Ildyrym, and in 2010 he graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan.

He has been serving in the internal affairs bodies since 1981.
From 1981 to 2009, he held the positions of State Traffic Officer of the Organizational and Analytical Department in the Directorate for Road Traffic Safety of the Ministry of Internal Affairs (MIA), Chief Traffic Officer, Chief of the Organizational and Analytical Department, Deputy Chief of the Department of Outreach Activities, Deputy Chief of the Directorate, Head of the Training Center for State Traffic Officers, Deputy Chief of the Directorate for State Traffic Police, Deputy Chief of the Main Directorate for State Traffic Police, and in 2009, he held the position of Chief of the Main HR Management Department of MIA.

According to Order No.805 of the President of Azerbaijan Republic dated October 31, 2014 he was appointed to the position of Deputy Ministry of Internal Affairs.
According to Decree No.987 of the President of Azerbaijan Republic dated July 1, 2010 he was conferred the special rank of Police Major General.
Pursuant to Order No.1310 of the President of Azerbaijan Republic dated July 1, 2015 he was conferred the special rank of Police Lieutenant General.

According to Order No. 2280 of of the President of Azerbaijan Republic dated June 29, 2007 he was presented with the medal "For the Fatherland” and according to Order No. 598 dated July 1, 2014 he was decorated with the Order “For Service to the Fatherland” of the third degree. Pursuant to President Order No. 263 of June 29, 2018 he was awarded the order "For service to the Fatherland" of the first degree.

He is married, with 2 children.

Born on January 10, 1961 in Yenikend village of the Gazakh region (now Zalimkhan village of the Aghstafa region).


In 1986, he graduated from the Saratov Higher Military Command School of the Ministry of Internal Affairs of the USSR, and in 1999, he completed the academic courses in the Military Academy of the Republic of Azerbaijan.

In 1979-1981, he saw basic military service in the Internal Troops of the Ministry of Internal Affairs of the USSR.

In 1986-1992, he served in the Internal Troops of the Ministry of Internal Affairs of the USSR as the deputy chief for political indoctrination of an outpost, chief of the outpost, and chief of the staff - battalion deputy chief.

In 1992, he was commissioned into the Chief Directorate of the Internal Troops of the Ministry of Internal Affairs of the Republic of Azerbaijan for further active service.

In 1992-1997, he served in the Internal Troops of the Ministry of Internal Affairs of the USSR as detached battalion chief, chief of the staff - deputy brigade commander, regiment's commanding officer.

From 1998 to 2013 he served as the deputy chief of the staff, the deputy chief of the staff – chief of the Directorate for operational and combat training, the first deputy chief of the staff of the Internal Troops of the Republic of Azerbaijan.

According to the Order dated November 15, 2013 of the President of the Republic of Azerbaijan, he was assigned to the post of Deputy Minister of Internal Affairs of the Republic of Azerbaijan – Commander of Internal Troops.

He was given the rank of General Lieutenant by Order dated March 11, 2015 of the President of the Republic of Azerbaijan.

He was Received various awards for special services in discharge of duty assignments and combat missions for public order and public security maintenance as well as for high professionalism in duty performance. Also awarded the Medal For Military Service by Order dated June 30, 2002 of the President of the Republic of Azerbaijan and the Medal for Service to the Motherland by Order dated March 10, 2012 of the President of the Republic of Azerbaijan. He was awarded the "Azerbaijan Flag" by the Order of the President of the Republic of Azerbaijan dated June 29, 2019 and the "Karabakh" order by the Order of the President of the Republic of Azerbaijan dated December 9, 2020.

Neymatov Suleyman Asgar oglu was born on 1972 in Nehram village, Babak region of Autonomous Republic of Nakhchivan.              

In 1991-1993, he has done his service in the lines of the Armed Forces. In 2000, he graduated from the Police Academy of the Ministry of Internal Affairs.

He has been serving in the authorities of internal affairs since 1993.

He has served as a police officer in Nakhchivan city in 1993-1994, as a police officer, division commander, platoon commander, deputy company commander, senior inspector of Commandant Service of the Ministry of Internal Affairs of Azerbaijan Republic in 1994-2005, as a company commander, deputy chief of the Nasimi district Police Department in 2005-2013, as a deputy chief of Sumgayit city Police Department in 2013-2016, as a chief of Guba region police department in 2016-2020, as a chief of Surakhani district police department in 2020-2022.

He was appointed as the Minister of Internal Affairs of the Autonomous Republic of Nakhchivan by the order of the Chairman of the Supreme Assembly of the Autonomous Republic of Nakhchivan dated December 28, 2022. 

He was awarded with the medals "For Bravery" in 2002 and "for the Motherland " in 2020 by the Orders of the President of the Republic of Azerbaijan for outstanding performance in performing the tasks set forth the field of combating crime, ensuring public security and protection of public order.

He is married and he has three children.

Dashdamirov Arzu Arif oglu was born in Lankaran city in 1964. In 1991 he has graduated Law faculty of Baku State University. In 1982-1984, he has been in military service in Armed Forces.
He has been serving in the authorities of internal affairs since 1992.

In 1992 – 2016, he had worked in various structural units in the apparatus of the Ministry of Internal Affairs of Azerbaijan Republic: inspector, operative investigator, senior operative investigator, the chief of the division of the Main Criminal Investigation Department, the deputy chief of the Main Department.
In July 11, 2016 he was appointed to the position of chief of the Main Criminal Investigation Department of the Ministry of Internal Affairs.
By Order No. 3040 of the President of Azerbaijan Republic dated on 29 June 2017 he was conferred the special rank of police major-general.

He was awarded various rewards for distinguishing in combating crime, strengthening the rule of law and law order, protection of the public security. He was awarded the "For Heroism" Medal by the decree No.988 of the President of Azerbaijan Republic dated July 01, 2010. Pursuant to President Order No. 263 of June 29, 2018 awarded the "For service to the Fatherland" Order of the Third degree.

Chief of the Main Guarding Department, Major General of Police Mammadkhanli Nurullah Abdulla oglu was born in 1964 in Balaken region.

Graduated from the Higher Military-Political School of the Ministry of Internal Affairs in 1985, and from the Law Faculty of the Moscow State Classical Academy in 2001.
Serves in the internal affairs bodies since 1985 and during this time worked in various positions of responsibility.
In different years, he held positions in the Internal Troops of the Ministry of Internal Affairs - chief of a company, battalion, headquarters, commander of a military unit, led the operational department of the Headquarters of the Main Department of Internal Troops, worked as first deputy commander of the Rapid Response Police Unit, head of the Public Security Department and deputy head of the Main Police Department of Baku city.
 
In May 2020, he was appointed Chief of the Main Guarding Department.
He took part in military operations conducted in Aghdam, Zangilan, Fizuli and Aghdara regions for the sovereignty and territorial integrity of the Republic of Azerbaijan.
He was awarded various awards for special distinction in performing service and combat tasks, protecting public order and public safety, as well as high professionalism in the performance of official duties.

By the Decree of the President of the Republic of Azerbaijan No. 725 of June 30, 2002, he was awarded "For Fatherland" Medal, and by the Order No. 2135 of July 1, 2020 - the highest special rank of Major General of Police.

Head of the Main Directorate for Combating Drugs of the Ministry of Internal Affairs of the Republic of Azerbaijan, Major General of Police  Humbatov Islam Movsum oglu

Born in 1964 in the village of Garakhanbeyli, Fizuli region. He graduated in 1989 from the Barnaul Special Secondary Police School, in 1995 from the Police Academy of the Ministry of Internal Affairs of the Republic of Azerbaijan.

In 1982-1984 he was in active military service in the Armed Forces.

Since 1985 he has been serving in the internal affairs bodies.

He worked in separate structural divisions of the Ministry of Internal Affairs as an operational authorized criminal investigator, head of the criminal investigation department of the police departments of the Balaken and Saatli districts, deputy head of the police departments of the Jalilabad and Sabirabad districts, deputy head of the police departments of the Khazar, Sabail, Khatai, Yasamal districts of the capital, and the head Lankaran city-district police departments.

In November 2019, he was appointed to the post of head of the Main Directorate for Combating Drugs of the Ministry of Internal Affairs.

He was awarded various awards for the distinction shown in the performance of tasks in the fight against crime, ensuring public safety and maintaining public order. By Order of the President of the Republic of Azerbaijan No. 2912 dated July 1, 2008, he was awarded the Medal “For Fatherland” and by Order No. 263 dated June 20, 2018, he was awarded the medal “For Heroism”.

By the Order of the President of the Republic of Azerbaijan No. 2732 dated July 2, 2021, he was awarded the highest special rank of Major General of Police.

Chief of the Baku City Main Police Department, Major General of Police  Ismayılov Akbar Majid

He was born in 1963 in Yerevan, Republic of Armenia. He graduated from the Police Academy of the Ministry of Internal Affairs in 1997.
 
He joined the Interior Ministry in 1985 and during this time held various responsible positions in the operational service. In particular, in 2008-2020, the chief of the 16th police department of Narimanov police department of Baku and the deputy chief on operational work of the same department, the chief of Sumgayit police department, the chief of Khatai and Yasamal police departments, the head of Ganja City Police Department served as chief.
 
In November 2020, he was appointed chief of the Baku City Main Police Department.
 
For distinguished in the fight against crime, protection of public order, ensuring public safety during mass events of international importance and the performance of special tasks, the President of the Republic of Azerbaijan by Order No. 1610 of July 1, 2011 "For Courage" and July 1, 2020 He was awarded the medal "For the Motherland" by order No. 602.

By the Order of the President of the Republic of Azerbaijan No. 2732 dated July 2, 2021, he was awarded the highest special rank of Major General of Police.
