On July 10, the collegial meeting dedicated to the finals of the activities for combating crime, protection of the public order and public security and the duties set forth in the first half of 2015 was held in the Ministry of Internal Affairs.

The minister of internal affairs, colonel –general Ramil Usubov opening the meeting stated that the social-political life of our country was rich with portentous events in the first half of the current year. The the stability being one of the major guarantees of the building works continued in our republic under the leadership of the president of Azerbaijan Republic Mr. Ilham Aliyev was further strengthened. The devotion of the personnel to the state and oath and its selfless service was highly evaluated by the head of the state in the next time. By the next orders signed by him in the eve of the professional holiday of Azerbaijan Police, 41 associates were awarded with state awards and 3 senoir officials were awarded with high special ranks. All of these are the appearance of high estimate given to the activities of the police authorities and high attention and care.

The minister reminding that the 1st European Games was conducted in our country last month said with pleasure that resolution and intensive work of the Mr. President and the high organizational skill and great services of the first lady of Azerbaijan Mehriban Aliyeva, our republic, all of its state structures and civil society coped with the historic responsibility undertaken by them. The minister of internal affairs stressing that other law enforcement authorities, the ministry of internal affairs together with power structures have fulfilled the important duties for protection of the public order during the Games and provision of security delivered to the attention that various incentive measures were applied about hundreds of distinguished associates and military servants, he expressed his gratitude to the whole personnel for the xemplary service, high professionalism, patriotism and selflessness. The positive tendencies were continued to be observed in the dynamics and structure of the crime during the reporting period, and the criminogenic situation was kept under control.

The deputy minister, police lieutenant-general Vilayat Eyvazov delivering a speech with wide report stated that 13.533 crimes were recorded on the subjects of the operative-investigation and search activities during the past period. 87 % of them were the unlawful actions the primary investigation of which was conducted by the by the authorities of internal affairs and prosecutor offices. 85 % of these crimes arrange the crimes not constituting great social threat and less grave crimes and only 15 % of them arrange grave and especially grave crimes.
The positive tendency existing in the dynamics of the crime for recent years was kept. So that, by the expedient prophylactic measures implemented, the attempts to kill a person decreased 12.8 %, making intentional serios bodily injury decreased 13.7 % and hooliganism decreased 3.2 % in the structure of the crimes against the personality.
It was noted that the operative-investigation measures and procedural activities directed to detection of  the crimes were implemented as the major duties in the reinstatement of the violated rights of the injured persons and the justice.
Detection of common crimes was improved 4.2 % and arranged 84.3 %. As well as detection of grave and especially grave crimes was improved 1,9 %, detection of intentional killing of person 11,2 %, detection of demanding under threat 14 %. Detection of the crimes of banditry, kidnapping and trafficking in human being was ensured in whole.
In the result of timely application of the operational plans, 467 crimes were detected with “hot tracks”, 217 crimes kept closed from previous years were detected jointly together with the prosecutor authorities and as well as 53 grave and especially grave crimes were detected.
The reporter stated that the application of modern work methods and as well as information technologies in implementation of the official functions gave positive results. By the quick response measures taken on the information received by “102” Call Center, 4302 unlawful actions were prevented, 1375 criminal cases were commenced. By the technical possibilities of the “Safe City” service, 43 crimes were detected, 5764 traffic accidents and 77 accidents resulted in hitting of the pedestrians were detected, 56 cars, that were searched, stopped.
Provision of inevitability of the punishment for the committed action was kept under control. The results of the search of the accused persons improved 0.4 %, 1184 persons evading from the investigation and the courts were arrested. The place of 50 persons announced for search by the National Central Bureau of Interpol and 25 persons wanted by the counrties being member of this organization.
By the operative-investigation measures taken in the field of prevention of organized crime being one of the issues given great importance in the official activities, 142 crimimal group and teams that committed 455 grave and especially grave crimes were neutralized. 68 persons maintaining and carrying illegal fire arms were attracted to the criminal responsibility.

By the operational measures directed to protection of the economic safety of the state, 25 counterfeit money production and selling crimes were detected. In the result, 901 pcs of counterfeit banknotes in the total amount of 16 thousand 519 manats and 55 thousand 100 US dollars and 225 thousand roubles, as well as about 2.6 tons of construction materials were taken out from the illegal turnover.
1807 crimes connected with drugs and as well as 478 facts connected witheir sale were identified witin the framework of the measures of combating illegal turnover of the drugs, 22 criminal groups consisting of 77 persons were neutralized. 432 kg of drugs were taken out from the illegal turnover within 6 months of last year, also, by the measures taken on the special operational plan, 90.2 tons of hemp and poppy bushes were detected and destroyed.

By the measures continued based on the National Action Plan against trafficking in human beings, 80 crimes were identified, 60 % more in comparison with the compared period. 11 persons were given to the court responsibility for the criminal cases commenced based on those facts and reintegration of 25 persons being the victims of these actions was ensured.
13714 crimes were in the execution of the investigators during the reporting period, the results of the works of indemnification of the material damage incurred by the state, legal and natural entities being one of the main indicators of the procedural activities imrpoved 7.3 % and arranged 77,7 %.
The number of the traffic accidents in the background of increase of number of the transport facilities taken into state registration more than 20 thousand in the republic decreased 14.1 %, the number of persons perished in the accidents decreased 20.5 % and the number of injured persons decreased 9.5 %. Prevention of characteric cases causing occurrence of the accidents and improvement of detection of the administrative offences was among the factors conditioning decrease of the number of persons died and injured in the accidents and events. So that, 1.112.498 relevant administrative offences were detected during the reporting period 12.5 % more in comparison with 6 months of 2014, as well as lawful measures were taken about 3636 drivers who placed curtain and film on the windows and 214 persons for autoholiganism.
In general, the authorities of internal affairs composed 1.168.906 protocols for various administrative offences, in the result 1.106.973 persons were fined, 2.192 persons were arrested in administrative order by the courts, 19.931 persons were given warnings.

The deputy minister noted that the results obtained in combating crime and provision of public security was positively evaluated by the reliable international organizations. Based on the Reprot of International Economic Forum for 2014-2015, Azerbaijan took the 15th place for the indicator of “the reliability of police authorities” among 144 countries of the world and the 40th place for the indicator of “organized crime”. With these indicators our republic leaves behind the European and CIS countries.

In the report, it was delivered to the attention that the duties of the Internal Troops improved and developed due to the special attention and acre of the President of Azebaijan Republic, the Commander-in-chief of the Armed Forces Mr. Ilham Aliyev were decently fulfilled.
It was stressed that execution of the program duties set forth by the head of the country in the field of reception and review of the applications of the citizens was kept under serious control and continued in planned manner, more than 3000 citizens and as well as 1853 citizens in separate regions of the republic were received based on the table approved in advance, most of the issues raised were settled in place, the applications requiring additional inspection were taken under control and investigated, the initiators were informed in written on the results, and their rights were explained.

The police lieutenant-general Vilayat Eyvazov gave detailed information on the works connected with organization of service in the condition meeting the high requirements by the personnel due to the attention and care of the head of the state, increase of the professional training, strengthening of material-technical base, application of modern information communication technologies, improvement of the infrastructure.

The chiefs of the structural organizations, city, district police authorities gave information about the works done, the duties set forth for prevention of existing shortcomings.

The minister Ramil Usubov finalizing the meeting stated that operative-service activities were sufficient during the reporting period, the duties defined by the law were fulfilled decently, as well as the associates and the military servants were distinguished with high professionalism in combating crime and provision of the public security, as well as protection of internal stability and public order in the country was successfully continued at present together with the other law enforcement authorities.
The minister considering the activities of the personnel in combating crime and protection of public order directed the attention of the participants of the college to several issues the settlement of which is important.

it was noted that it was important to implement the prophylactic works for prevention of crimes committed by the persons convicted previously and the crimes in the domestic violence, to organize the propaganda among the population connected with application of protection-alarm means, to approach to applications and reception of the citizens seriously, to take necessary preventive measures in order to protect the public order and security during the elections to be held for Milli Mejlis on November 1, to supply the citizens having the right to vote with the ID cards, to keep this work under the control daily, to take continous measures in the direction of increase of professionalism of the personnel.

The minister Ramil Usubov delivering to the attention that the the authorities of internal affairs, as well as the Internal Troops survived the development period due to the matchless support of the head of our state, improved regularly, great works were done in the direction of improvement of service condtion, settlement of social protection issues, the professional level of personnel further raised, their selfless labor was highly evaluated by the Mr. Ilham Aliyev for the next time required the personnel to approach to implementation of the duties with great responsibility in response to special attention and care of the respected president.
He stated that Azerbaijan is one of the leading states of the world in the field of protection of stability and peace. The number of the crimes per each 100 thousand persons of the population arranges 233 facts on average during last 12 years. This indicator, as well as the number of concrete types of the crimes and also making serious bodily injury, theftsm robbery and etc is less for many times in comparison with the European and CIS countries.
The Ministry of Internal Affairs formed as one of the main columns of the state under the leadership of the national Leader Heydar Aliyev performs the duties defined by the law and the requirements and the tasks of the President of the country successfully today as always.

The minister of Internal Affairs satted that he was sure that the personnel will fulfill the duties set forth by the President of Azerbaijan Republic Mr. Ilham Aliyev in the field of combating crime, provision of public order and public security, the rule of law and consolidation of law, the requirements and tasks connected with improvement of the operative-service activities, will not refuse its force and skills in protection of stability, peace, the legal interests of the state, legal and natural entities from unlawful actions.
