15.01.201515 January – a briefing session devoted to the results of fighting and official activities of the Internal Troops in 2015 was held in the Ministry of Internal Affairs.
Minister of Internal Affairs of the Republic Colonel General Ramil Usubov opened the session with the opening speech, having mentioned that economic power of our country, defense potential and international positions have much strengthened in 2014 in the result of the development and progress strategy initiated by Great Leader Heydar Aliyev and successfully maintained by President of the Azerbaijan Republic, Commander-in-Chief Ilham Aliyev, emphasized special care given by the Head of State to the structure of our army including further improvement of the Internal Troops activities, logistics and working and living conditions.
The Minister mentioned special merits of the Internal Troops in protection of independence and internal stability of our country, and noted with satisfaction that the personnel has become an organization of high professionalism, combat training and moral and psychological background which takes an active part in public tranquility and security assurance, crime prevention and carrying out special raids.
It was noted that the work done was highly appreciated by President of the Azerbaijan Republic, Commander-in-Chief Ilham Aliyev. Such care and attention require more responsible discharge of duties by military personnel, exemplary provision of stability, security, tranquility and protection of human and civil rights and freedoms and being always on the watch.
Deputy Minister of Internal Affairs, Commander of Internal Troops, Major General Shahin Mammadov delivered a report on the official and fighting activity results. The Commander of Internal Troops emphasized the importance of core training duties like improvement of the regulatory framework, bringing training in line with actual fighting conditions, development of material and training base, increase of theoretical knowledge of the personnel, inculcation of highly professional practical skills, improvement of moral and psychological and physical background.
It was noted that in the result of consecutive measures taken in the field of strengthening of the legislation and military discipline and abidance by rules of mutual relations on the part of military personnel no acts of military hazing were allowed, and the number of crimes committed by military personnel of the Internal Troops decreased by 43% , fatality rate decreased by 36%, serious disciplinary violations decreased by 30%, minor offences decreased by 30% and bodily injuries decreased by 23% as compared with 2013. Over the last year, barrack and living conditions were improved and brought into line with modern standards, as well as successful efforts were made in supply of military units and bodies with weapon and specialty vehicles.
Summarizing the session, the Minister of Internal Affairs highly appreciated results of the military personnel official and fighting activities during the reporting years, told about challenges and ways of their handling as well as charged the personnel with certain tasks and gave recommendations.
He noted that measures aimed at further improvement of moral and psychological background of military personnel including education for remaining true to the Motherland and military oath and unquestioning fulfillment of military discipline requirements should be carried on.
The Minister emphasized the importance of timely carrying out of all organizational measures in the Internal Troops and adequate fulfillment of official and fighting tasks set for the Internal Troops in connection with the First European Games and Parliament Elections.
Colonel General Ramil Usubov noted that it is important to organize and conduct management activities and military service in military units, education of military personnel for remaining true to the Motherland, state and nationhood, improvement of its physical and military training as well as to be ready for fulfilling any orders and instructions at the highest level.
The Minister of Internal Affairs assured President of the Azerbaijan Republic, Commander-in-Chief Ilham Aliyev that the personnel will discharge vigorously and selflessly its duties and important functions arising from laws of the country as well as decrees and orders of the head of the state and serve the people, state and statehood faithfully preventing attempts of any forces to cause a disturbance of the peace.
