The delegation headed by Minister of Internal Affairs of the Russian Federation, Police General of RF Vladimir Kolokoltsev arrived on a working visit to our country at the invitation of Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov.
The main purpose of the visit was participation of the Ministers of Internal Affairs of the Republic of Azerbaijan and Russian Federation in the regular meeting of the Special Working Group on arrangement and coordination of joint efforts of the internal affairs bodies in the border regions of both states.

 The regular meeting of the Special Work Group opened on the 23rd of October.
In his opening speech Minister Ramil Usubov welcomed the delegation headed by Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev and wished success for the meeting.
Speaking on the items of the agenda, Minister R.Usubov noted that today relations between the two countries develop in all spheres and are reaching a new level and stated that in line with the political will of Presidents, Mr. Ilham Aliyev and Mr. Vladimir Putin, special importance is attached to the strategic cooperation between our countries, further development of working relations and integration in various spheres of public life, and activities of the law enforcement agencies in bilateral relations.

 The Minister brought to notice that one of the main priorities of the cooperation between the Ministries is reliable maintenance of public security and stability and mentioned with satisfaction that all duties and tasks were successfully performed by joint efforts and aa key role played by the Working Group in this work.
He also noted that the effective cooperation is maintained with the Ministry of Internal Affairs of the Republic of Dagestan of the Russian Federation, continuous exchange of information is carried out between the parties, meetings are held at different places, positive results achieved in effective mutual working relations, and carrying out of coordinated measures in the border regions in various areas including crime detection, detention and extradition of wanted persons.

It was mentioned that rich positive experience has been gained in organization and carrying out of joint operational and preventive measures of the Working Group since its establishment that made a contribution to the common goal. It was also noted that in the past five years alone, 535 fire-arms and 43 thousand military supplies were identified and seized by Azerbaijan, and 202 wanted persons including 85 persons wanted by the law enforcement agencies of Russia were arrested during the complex operational and preventive measures “Frontier Screen”.

The Minister brought to notice that new challenges and threats of international terrorism and transnational organized crime intensified and  become increasingly global in nature, and emphasized the importance of carrying out effective joint operational and preventive activities to ensure timely identification of radicals who propagate extremism and aggressive separatism and to prevent illegal acts, having mentioned positive results achieved in this area.
Mr. Usubov expressed gratitude to Mr. Kolokoltsev for the assistance in the fields like crime prevention and public order maintenance, arrest and extradition of wanted persons, personnel training and sharing information of interest to the two states, as well as for the attention given to the development of relations and great personal contribution to our cooperation.

Minister of Internal Affairs of the Russian Federation, RF Police General Vladimir Kolokoltsev expressed gratitude to his Azerbaijanian colleague for hospitality and high-level organization of the event.
Having noted that extension of the cooperation between the internal affairs bodies of the two states was always in the focus of attention of the Russian party, as evidenced by holding the regular meeting of the special Working Group in Baku, the Russian Minister emphasized his confidence in creation of new opportunities for the effective cooperation in fighting against international terrorism and transnational organized crime in the result of this visit and enrichment of traditionally close professional relations between the Ministries with the new content, modern form and methods that takes place recently.

V.Kolokoltsev stated that this visit has become an important event in the development of bilateral relations and at the same time would provide further impetus to closer cooperation in all fields of operational and service activities.
The current state of cooperation between the Ministries of Internal Affairs of Azerbaijan and Russia aimed at the maintenance of public security in the border areas and enhancing the effectiveness of joint coordinated efforts, activities of the special Working Group, its plan of organizational and practical actions in the border areas in 2019-2020 and the results of the complex operational and preventive measures “Frontier Screen” were discussed during the meeting.
Co-chairmen of the special Working Group from both countries - Minister of Internal Affairs of the Republic of Dagestan of RF, Police General-Lieutenant Abdurashid Magomedov and Chief of the Main Criminal Investigation Department of MIA of Azerbaijan, Police General-Major Arzu Dashdamirov also delivered their reports at the meeting.

The event ended with signing of final documents with the participation of the Ministers including the Minutes of the meeting of the special Working Group of the Ministries of Internal Affairs of the Republic of Azerbaijan and Russian Federation on coordination of joint activities in the border areas.
