The delegation headed by Commander-in-Chief of the Turkish Gendarmerie, General of Army Arif Cetin paid an official visit to our country at the invitation of Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov.
First of all, Mr. Arif Cetin and his party visited the Alley of Honor where they laid a wreath at the tomb and paid tribute to the national Leader Heydar Aliyev. They also laid flowers at the tomb of famous ophthalmologist Academician Zarifa khanim Aliyeva. 
The delegation of the fraternal state then visited the “Eternal Torch” complex at the Alley of Martyrs and Turkish Martyrdom.
 
 On August 14, Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov received the delegation headed by General of Army Arif Cetin.
The Minister welcomed the guests and mentioned that following independence relations between two states have followed an upward trend, emphasized the peculiar role of our national Leader Heydar Aliyev in this sphere and noted that President of the Azerbaijan Republic Ilham Aliyev successfully carries out Heydar Aliyev’s policy called ‘One nation, two states’. Ramil Usubov also noted with satisfaction that political will and mutual visits of the Heads of both states propelled relations between the fraternal countries to a totally new level.
The Minister emphasized the importance the agency headed by him attaches to further development of the relations with the Ministry of Interior of Turkey including the Turkish Gendarmerie Command, highly appreciated and expressed gratitude for the invaluable contribution the Turkish Gendarmerie Command made to formation of the MIA Internal Troops, their turning into the armed forces meeting the latest requirements and further professional advancement of the personnel.
 The Minister then gave detailed information on the problems our republic faced, occupation of our lands by the Armenian armed forces, over 1 million refugees who were forced to leave their home, and tense social and political processes in the country following independence. It was noted that after the return of Great Leader Heydar Aliyev to the power at the request of people, reforms were carried out under his guidance in all spheres of public life including crime prevention and maintenance of public safety and as a result the criminal situation was brought fully under control in Azerbaijan.
It was mentioned that today social and political stability and peace are maintained in the republic that is one of key factors to provide rapid development of our country under the leadership of President of Azerbaijan Ilham Aliyev. The Minister expressed confidence that this visit of the Turkish Gendarmerie Command to our country would have a positive effect on the development and further deepening of our relations.

Having expressed their gratitude for hearty reception and detailed information, General of Army Arif Cetin expressed satisfaction with their staying in one of the most beautiful and safe capitals of the world, the city of Baku, dynamic and rapid development of our country and at the same time high professionalism and fighting capacity of the Internal Troops which turned into a mobile unit.
He highly appreciated effective cooperation between the relevant authorities of two countries and noted that Turkey and Azerbaijan would always be together as “one nation, two states”. Arif Cetin also promised to make every effort for further development of the Internal Troops and emphasized that this cooperation and exchange of best practices would serve interests of our fraternal peoples and countries.
The parties also discussed a number of other matters of concern in the friendly and sincere atmosphere of the meeting.
First Deputy Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey Volkan Öskiper also took part in the meeting.
Deputy Minister of Internal Affairs, Commander of the Internal Troops, Lieutenant General Shahin Mammadov met the delegation headed by General of Army Arif Cetin.

Lieutenant General Shahin Mammadov mentioned continuous extension of friendly and military cooperation between the Turkish Gendarmerie General Command and Internal Troops of the Ministry of Internal Affairs and provided detailed information about the history of creation of the Troops, their structure, legal and regulatory framework, military history and development.
Having expressed his satisfaction with the visit into our republic, General of Army Arif Cetin highly appreciated relations between the relevant agencies of two states.
The visit of the delegation of the fraternal state will last until August 16, during which the guests will familiarized themselves with the organization of education in the Higher Military Academy of the Internal Troops, conditions created for attendees and visit the military unit “N” located in Baku. The delegation also will observe the conduct of special tactical exercises in the Training Center of the Internal Troops, the Heydar Aliyev Center and other historical and cultural monuments in our capital.
