The Azerbaijan Police also celebrates its 100 year jubilee of its formation on July 2 – the professional holiday day of this year. Before the solemn event held in this respect, the representatives of the Ministry of Internal Affairs under the leadership of the Interior Minister, Colonel-General Ramil Usubov, visited the grave of great leader Heydar Aliyev and laid fresh flowers in front of the the monument complex, the memory of prominent ophthalmologist, academician Zarifa Aliyeva was also commemorated with respect. Then they visited the Martyrs’ Avenue where brave fighters who sacrificed their lives for the territorial integrity and sovereignty of the Republic were lying.

On July 2, the solemn event dedicated to the 100 year jubilee of the Azerbaijan Police was held in the Police Academy of the Ministry of Internal Affairs. 

First of all, the ceremony participants commemorated with a minute of silence the memory of the national leader Heydar Aliyev, the police officers who lost their lives for the sake of our sovereignty and territorial integrity and died while performing their service duties. The National Anthem of the Republic of Azerbaijan was performed.

The assistant of the President of Azerbaijan Republic for affairs with law enforcement authorities and military issues – the head of the department Fuad Alasgarov has delivered the congratulation of the President of the country, the Commander-in-Chief of the Armed Forces Excellency Mr. Ilham Aliyev to the personnel of the police authorities for the significant jubilee in the event.

Then, the minister, colonel-general Ramil Usubov made a speech with wide report on the honorable path of the Azerbaijan Police in last 100  years, especially organization of activity of the authorities of internal affairs during both terms of the leadership of the great leader Heydar Aliyev, formation of professional personnel core, also the reforms, structural changes implemented in law enforcement authorities, as well as in the authorities of internal affairs under the leadership of the respected President, strengthenin of material-technical base, improvement of working conditions, his supreme attention and care to the personnel.

The minister stressed that the guards of the public order celebrated their honorable jubilee with the feeling of great pride and successes they gained in the service, high appreciation of the respected President, Commander-in-Chief, Mr. Ilham Aliyev in the congratulation addressed in this respect to the 100 years of resolute mission of Azerbaijan Police and its glorious way it passed has caused limitless delight and enthiusiasm of the personnel, 49 associates were awarded state awards and 2 high ranking officials were awarded special supreme rank by the orders signed by the head of the state.

The minister of internal affairs saying that July 2 was announced as the Day of Azerbaijan Police by the decree signed in 1998, 20 years ago by the national leader Heydar Aliyev taking into account close connection of the way passed by the Police with the history of our statehood, considering it necessary restoration of the historic justice and directing to the principle of inheritance  delivered to the attention that this wise decision is the visual embodiment of the respect of the police to the best traditions, its intense labor, the beloved memory of the persons who died heroicly in protection of our lands and performing their service duties. 

it was noted that after collapse of the Republic, during the years when Azerbaijan was within the content of the Soviet Union, the authorities of internal affairs were developed, it gained high results and rich experience in protection of public order, Azerbaijan militia demonstrated great heroism in the World War II, our republic has gained great successes in economic, social and other fields under the supervision of the great leader and 1970-1980s were the important stage in the history of the Ministry of Internal Affairs.

It was noted that at that time, the national leader made serious decisions regarding organization and ideological strengthening of the internal affairs bodies, clearing of their ranks, promotion of professional staff. it was the result of the formation of the personnel in the spirit of national statehood that the only armed force that has been fighting for the protection of the country against the military aggression of Armenia since 1988 was the police, and later the Internal Troops. 1695 officers and servicemen of the Interior Ministry were killed and 1710 were injured. During the years of independence, 99 people lost their lives and 2640 were injured. 67 employees of internal affairs bodies were awarded the title of National Hero of the Republic of Azerbaijan, and 1143 were awarded various orders and medals for their selflessness.

Then, Mr. Ramil Usubov spoke in detail about socio-political crises, disorder, tyranny, mass violation of human rights survived in the Republic during the first years of independence, occupation of our lands and endangering by the separatism of the existence of Azerbaijan as a state, its destruction threat, fear and horror in the population created by multiple armed group, increase of crimes sharply, loss of control over criminogenic situation, great leader Heydar Aliyev’s achieving firm and irrevocable stability in the Republic within short period of time by implementing salvation mission after returning back to the political power again in June of 1993 by the demand of people in such hard and difficult situation, prevention of coup d’etat and civil war, putting an en to anarchy, disarmament of illegal armed groups, taking under control the criminogenic situation.

The minister looking through the most modern history reminded with pleasure that our country made a step to the new stage of its development after election of Mr. Ilham Aliyev as the president of Azerbaijan Republic on October of 2003, but those years were not easy, attempts were made to bring our state into chaos and anarchy again, these anti-national actions were prevented due to resolution, strong will of our Commander-in-Chief and operative interference of law enforcement authorities in the created situation, global projects were realized that were very important for our people and state by the leadership of him as the result of reliable protection of public order.

It was stated that successes jointly gained with the law enforcement authorities and special service bodies in combating crime are valuated by the reliable international organization. It was informed that according to the resport of World Economic Forum, Azerbaijan Republic made 21 steps ahend on the indicator of “reliability of the Police services” in 2017 and took the 54th place among 137 countries, 40th place on the indicator of “Security”, and 43rd place on the indicator of “organized crime”.

It was noted that great importance is attached to raising the level of professionalism of the personnel taking into account challenges and threats of modern times. Over the past 15 years, more than 6,000 people have taken part in the forum, consultation and training organized by international organizations and exchanged experiences. Every year, dozens of young people are sent to study at police academies and law universities of different countries. though in the early years of independence, only 16 per cent of the required officer staff positions were occupied by the associates with relevant education, at present this indicators reached to 100 % and about 20 per cent of associates serving in the positions of junior chief staff are educated persons.

The minister R.Usubov expressed gratitude to the citizens, the heads of and representatives of the Presidential Administration of Azerbaijan Republic, the Cabinet of Ministers, Milli Mejlis, law enforcement, special service and other state authorities, mass media, the social organizations for assisting in execution of the service duties, also thanked the veterans doing a great works in formation of young associates and gaining experience and wished best wishes.

Mr. Ramil Usubov expressing deep gratitude to the president of the country, the Commander-in-chief of the Armed Forces Mr. Ilham Aliyev on behalf of all personnel for high appreciation of the activities of the authorities of internal affairs made him sure that the Azerbaijan Police will not refuse its forces and skills for protection of stability being the symbol of development and welfare, for protection of lawfulness, fundamental human rights and freedoms, will serve to the Republic of Azerbaijan decently being loyal to its oath, will always try to justify the trust and confidence of the respected President decently. 

The great ceremony was ended with pass of personnel of separate structural organizations of the Ministry, also service vehicles and cavalries in front of the tribune.
