Reviewof the results of activities of the Internal Affairs Bodies in crime prevention and maintenance of public security in the first half of 2017

In the first half of 2017, the internal affairs bodies successfully maintained public security and stability underlying the dynamic social and economic balance in the country achieved in the result of the successful strategic course of development and comprehensive reforms. Total control is exerted over the operating environment in the republic owing to measures taken jointly with other law enforcement agencies in the field of protection of legal interests of citizens and the state against criminal offences.

13,182 (-1069 or -7.5% in comparison with 2016) acts of crime were registered in the republic during the reporting period by all government authorities which carry out investigative and search activities. 94.6% of them or 12,470 were the offences investigated within the powers of the internal affairs bodies and prosecution agencies. 85.6% of them were the crimes not posing great threat to public safety (3852) and minor offences (6825), and only 14.4% (1793) were grave and especially grave crimes. 
Among them there were 2341 (+1 fact in comparison with the first half of 2016) crimes committed against personality, 6518 (753; 10.4%) crimes committed in the economic sphere and 6447 (737; 10.3%) of them were committed against property, 3299 crimes (142; 4.1%) committed against public safety and public law and 311 crimes (54; 14.8%) committed against state authority.

85.7% of crimes were solved. Like in previous years, operating and investigative measures and procedural activities provided restoration of violated rights of aggrieved persons.
As a result of successful measures, the detection rate for grave and especially crimes under unknown circumstances raised up to 79.3% (+4.4%).
The number of crimes against personality including attempted intentional homicides decreased by 2.1d. (27, 51- 24) and intentional homicides decreased by  12,1% (11, 91-80) in the result of taken preventive measures.
A similar downward trend is observed with crimes committed against public safety and public order: hooliganism crimes decreased by 17.7% (86,485-399), drug trafficking crimes decreased by 4% (67, 1675-1608). 
The number of crimes against property also decreased: crimes related to fraud decreased by 287 facts (11.8%; 2427-2140), theft decreased by 307 facts (7,3%; 4181-3874), plunder decreased by 42 facts (25%; 168-126), robbery decreased by 27 facts (27.6%; 98-71).
Targeted measures were taken in the field of combating drug trafficking and trafficking in persons as the types of transnational organized crime.

1608 crimes related to drugs including 435 facts of drug trafficking were detected and 34 criminal groups of 82 persons were neutralized. 603 kg of drugs were withdrawn from illegal circulation.
1167 (89.6%) of 1302 persons brought to trial for this kind of crimes were unemployed and uneducated, 513 (39.4%) were previously convicted, 20 (1.5%) were women.
In the result of consistent steps taken against trafficking in persons,105 crimes were detected. 15 persons were brought to trial in the criminal cases opened based on these facts and 53 victims of trafficking were reintegrated into the society.
In the result of taken measures, the internal affairs bodies solved 288 crimes which remained unsolved since previous years including 61 grave and especially grave crimes. 

Exerting control over the work on provision of unavoidability of punishment for crime, 1607 accused persons who flaw from prosecution were arrested including 346 persons accused for grave and especially grave crimes. The location of 51 persons on the wanted list of the Interpol's National Central Bureau and 30 (+4) persons wanted in the member-states of this organization was identified. In whole, the results of investigative and search efforts were 55 % (1.3%).
In the result of the organized crime prevention measures and operations, 138 organized criminal groups and bands of 386 members were neutralized. 70 persons were brought to trial for illegal keeping and wearing of fire arms.
In the result of consistent measures taken to ensure unavoidability of punishment for offence, 6667 persons were brought to trial for various crimes including 1206 persons for grave and especially grave crimes.
