The Azerbaijani Police on 2 July celebrates the 97th anniversary of its establishment. On this occasion, the members of Board of the Ministry, the chiefs of head offices, administrations and services and the responsible associates of the ministry under the leadership of the minister of internal affairs, colonel –general Ramil Usubov has visited the grave of the great leader Heydar Aliyev in the Honorary Avenue, placed bunches of fresh flowers on the monument complex. The memory of the eminent ophthalmologist scientist, academician Mrs. Zarifa Aliyeva has also been remembered with respect.
Then, the representatives of the MIA has visited the monument of “Forever Torch” by going to the Martyrs’ avenue where the brave fighters who had victimed their lives for the territorial integrity and sovereignty of our republic.

The grand ceremnony dedicated to the professional holiday of the Azerbaijan police and graduation of the academic year 2014 – 2015 was held in the Police Academy of the Ministry of Internal Affairs.
At the event where attended the deputies, the deputy ministers, the chiefs of the related services, the leaders of the local executive, law enforcement authorities, the associates of the Ministry of Internal Affairs being the winners of the Olympic games, world championships, the parents of the graduates, public and mass media representatives, the deputy minister, police lieutenant general Ismat Aliyev gave a report to the minister of internal affairs, colonel –general Ramil Usubov on readiness of the personnel for the ceremony. Then, the minister congratulated the teacher and listener staff of the Police Academy on the significant events.

The participants of the ceremony remembered with one minute of silence the memory of the national leader of our national leader Heydar Aliyev, the police officers who had victimed their lives for the sovereignty and territorial integrity of our republic and who had died while performing their official duties. The national anthem of the republic was sounded.

The minister colonel-general Ramil Usubov delivering a speech in the grand ceremony reminded that  July 2nd  was announced as the Day of Azerbaijani Police by the decree signed in 1998 by our national leader Heydar Aliyev based on the democratic principles and legacy of traditions and delivered to the attention the history reflecting the services of the generation of multi thousand public guards to the public and being rich with bravery, courage and heroism began by the formation of the troops of public order guards within the Ministry of Internal Affairs of Azerbaijan Republic on July 2, 1918. He stated that the difficult situation, internal disorder, tyranny, inaction of the law enforcement authorities and violation of stability in the result of all these arising in our republic after acquiring the state independence on October 18, 1991 made very great impact to our republic and brought it to the limit of destruction.
He noted that the national leader Heydar Aliyev who returned to the political leadership in the republic in July of 1993 by the demand of the public in such situation rescued the country from the threat of civil war and destruction. This return was the major turn point in the system of the Ministry of Internal Affairs along with the other fields and played an exlusive role in turning the path of Police into the history of honour.
The great leader created the firm foundation of the establishment of our activities on the principles of rule of law, devotion to the public and state, service to the national interests, and signed more than 34 laws, and 100 decrees and orders for determination of legal basis. A lot of works were done in all fields of the social life ensuring the successes under his supervision.  In 2002, detection of the crimes recorded in the country raised from 67 % to 95 % in comparison with 1992, the number of total crimes decreased by 31 % and the number of closed crimes decreased by 13 times.
The major final of those years was formation of Azerbaijani Police that passed the school of service to statehood of Heydar Aliyev who led Azerbaijan to the way of development and progress and this truth found its expression in the value that the great leader gave to our activities: “Now the people are  living under the condition of peace and comfort in Azerbaijan. This is the result of our state policy and the measures taken in succession. At the same time, this is the result of works, activities implemented by the law enforcement authorities and as well as the Ministry of Internal Affairs”.

During the years of independence, the police and the Internal Troops protected the public order and internal security with courage, served to the motherland with loyalty in difficult situations. Our 1965 associates and military servants who fought for the territorial integrity of our republic with heroism were martyred, 1710 persons were injured. 67 persons were awarded with the title of “National Hero” and 1143 persons were awarded with the orders and medals for the bravery and courage they had demonstrated. Some time later, the activities of the personnel of authorities of the internal affairs were strained. It is sufficient to say that 95 police officers died in combating crime and while performing the duties for protection of public order and public security, 2514 persons got bodily injured.   
The minister noted that by election of Mr. Ilham Aliyev as the president of the Republic of Azerbaijan in October of 2003, our country started the new stage of development. The building works, reforms and realization of very important projects for our state were implemented under the supervision of him beginning from that year which encompassed the Ministry of Internal Affairs, its bodies and units too.

By the initiative of the Mr. President based on the State program adopted in 2004, the important works were done for improvement of the structure and normative legal bases of the Ministry, improvement of logistic supplies, social protection of the personnel and strengthening of publicity on the role of police in the democratic society. During the past 12 years, 421 decrees and orders were signed in order to build the activities in accordance with the advanced international experience, to meet the interests of the society in whole. The budget of the Ministry increased  by 11 times, its infrastructure was updated, its material-technical base was substantially improved. 362 social facilities were constructed for structural organization, as well as territorial police authorities and Internal Troops, more than 4 thousand transport facilities were purchased.
It was stated that with the purpose of execution of the requirements and tasks of the head of the state on protection of the rights and interests protected by the law and approaching the applications and complaints of the citizens , “102” Call Center and “Safe City” system, “hot lines”, websites, as well as more than 40 information resources were established. According to the National Action Plans on “Combating Corruption”, concrete measures were taken and are being taken in respect to increase of transparency in activities of the authorities and units, ensuring accountability, extension of relations with the civil society institutions, applacation of new technologies, organization of electronic services under the principle of “one window”, facilitation of obtaining information, improvement of ethical behavior codes.

The special weight of the associates with the higher legal education serving in the positions of middle and senior chief staff was increased by 3.1 times in comparison with 1992 and raised to 80 5 in the current year. The role of our international relations in combating transnational organized crime was significant and the business relations created with foreign partners are developing in accordance with the interests of the parties. The 92 international documents were signed with the relevant organizations of more than 40 countries in this format.
The complex measures implemented in accordance with the tasks and recommendations of our head of the state as well as the systematic activities in the direction of provision of satisfaction of citizen intensified the rule of law in the authorities and units to the significant extent. More than 65 thousand applications and complaints were investigated in 2014 and the past period of the current year, the management and structural services of the ministry have received about 5 thousand citizens in the capital and various regions of the republic. Necessary measures were taken on all applications in accordance with the legislation and most of them were settled in place.

Then, the minister of internal affairs provided the participants of the grand ceremony with the detailed infromation about the successful results of decisive combating crime in the country and exemplary provision of public order. The speaker expressed that for several years Azerbaijan had been one of the leading states of the world. The number of the crimes per 100 thousand persons of population in our republic was 233 facts on average during past 12 years and was less in some cases in comparison with the most world countries.
The annual average detection of crimes in this period was 88 %, and more than 4 thousand criminal groups and teams were neutralized, about 41 thousand accused persons being searched were arrested. The 13 thousand fire arms illegally kept were collected and the crimes committed through application of it were decreased by significant extent. The 89 % of the unlawfull actions recorded due to expedient prophylactic measures composed of the less serious crimes or the crimes not constituting big public danger, and only 11 % of them composed of serious and especially serious crimes.

It was stated that as consequence of the important works implemented under the supervision of the president of the country, Azerbaijan had confirmed its stable and safe country image. It was not accidental that our republic had turned to the global center where the summit meetings, international conferences, humanitarian forums held searching the way out from the problems covering the world for last years. The events in this level are only possible in the states ensuring the highest standards of the stability, having relevant possibilities and conditions.
The minister speaking about holding and successful completion of the grand sport events as the 1st European Games in Baku especially stressed that due to the political will, resolution and intensive work of the Excellency Mr. Ilham Aliyev and the high organizational skill and great services of the first lady of Azerbaijan, the chairwoman of the Organziational Committee of the European Games Mehriban Aliyeva, our country had fulfilled the obligation undertook within 27 months. He delivered to the attention that the development of the sport within the last 10 years, especially important measures taken for ensuring mass organization as well as construction of tens of modern Olympic Centers and giving to the use of the youth had great role in achieving the goals set forth.

It was stated with pleasure that notwithstanding the absence of any experience and standard for the 1st European Games, “Baku-2015” had presented the highest sport standards in the world. Our republic, all of its state structures and the civil society had coped with all historic responsibility undertaken by it. The real holiday climate reigned in the whole Azerbaijan for 17 days. Our country obtaining only one silver medal by joining to the Olympic Games with 23 sportsmen as the  independent state in 1996 demonstrated high results in the 1st European Games and gained 56 medals 21 of which were gold medals and took the second place among the countries of the continent. In general, Azerbaijan by holding such event of significant importance confirmed that it was a country open for the world, and demonstrated the triumph of peace, friendship, national solidarity, President-People unity.

it was delivered to the attention of the participants of the ceremony that more than 25000 associates and military servants of the Ministry of Internal Affairs involved  in the protection of public order during the 1st European Games coping with all duties set forth demonstrated a real patriotism, high resolution and professionalism. It provided a great joint activity together with other state authorities for holding these competitions in a level decent to the name and reputation of our country, in the condition of security and peace. The Minister using the opportunity expressed his gratitude to the citizens, the managers and the representaticves of the Presidential Administration of  the Republic of Azerbaijan, Government, Milli Mejlis, law enforcement authorities and special service authorities, mass media, social organizations for the assistance they provided in execution of the official duties, also thanked the veterans who had done the great works in the formation of the young associates.
It was also noted that due to the matchless support, attention and care of the respected President, in parallel to the development processes proceeding in the system of the ministry, our educational institutions of special assignment improved in accordance with the international experience. The Police Academy playing decisive role in provision of the authorities of internal affairs with specialized staff has turned to one of the higher educational centers of our country having high rating.

Colonel-general Ramil Usubov recommended to the listeners who had obtained excellent education, mastered various knowledge, selected a difficult, but very honorable profession as protection of the life of humans, their legal interests, their rights and freedoms to apply the theoretical knowledge in practice successfully, to benefit from advanced experience, to master the innovations, to increase the outlook and professionalism, to hold the name of police high with devotion to the public. He stated that our citizens rely on the professionalism, resolution of the police and entrusts protection of their rights to them.

The Minister has cordially congratulated each listener, their parents and relatives for successful graduation from the Academy, and expressed his gratitude to the management of this educational institution and the professor-teacher staff.
He delivered to the attention that 41 associates were awarded with orders and medals and 3 senoir officials were presented special high ranks by the order of the President of the country in the eve of professional holiday this year by reminding that the head of our country had always evaluated the selfless labor of the personnel distinguished in protection of the public order and fulfillment of the tasks set forth.
The minister  Ramil Usubov expressing deep gratitude to the president of the Republic of Azerbaijan, the commander-in-chief of the Armed Forces Mr. Ilham Aliyev on behalf of the whole personnel for high attention and care he gave to the activities of the authorities of internal affairs made sure that the personnel would perform the functions defined by the law, the tasks set forth with the resolution and would justify the provided trust with devotion to the oath, the loyal service to the people, motherland and the president.
The head of the department for affairs with the law enforcement authorities of the Presidential Administration Fuad Alasgarov delivered to the participants of the ceremony the congratulations and the best wishes of the President of the Republic of Azerbaijan Mr. Ilham Aliyev for portentous events – the Day of Azerbaijani Police and graduation of the academic year. He noted that the police authorities had passed the honorary way and had turned to one of the main supports of our state during 97 year valiant history, and played an important role in protection of independence and statehood and provision of the internal stability. During this period, the Azerbaijani Police made decisive steps in combating crime and coped with the difficult and responsible duties as provision of pre-eminence of law and the human rights and freedoms, protection of public order and security.

He said that the President of the Republic of Azerbaijan Mr. Ilham Aliyev had signed 9 orders as well as hundreds of legislative acts in respect to regulation and improvement of activities of the Ministry of Internal Affairs since 2003 and hundreds of police officers had been awarded with the state awards. All of these were the results of care and estimation provided to the intensive and efficient labor of the associates of the authaurities of internal affairs standing on guard of the public order by the management of the country. It was stated that today the important works had been done in the direction of increase of the professional level of the associates of the authorities of internal affairs and training of young personnel based on the principles of statehood and rule of law, initiative, wide outlook, devotion to the oath.

The police senior lieutenant Yusif Huseynov who had graduated the Academy with hounours diploma expressed gratitude to the management of the Ministry, professor-teacher staff for the attention and care to the listeners, and the excellent education they obtained, and stated that they would justify the high confidence. At the end of the event, the minister of internal affairs presented to the two graduates who had graduated the Police Academy with honours diploma – Javid Mirzali and Yusif Huseynov the diplomas and the special rank “police senior lieutenant”.
Honours graduate Shahin Gasimov placed the symbolic memorial plaque to the family tree.
Then, the battle flag was handed over to the fourth year listeners. The listeners played the march of “Azerbaijani Police”. At the end, the personnel passed through in front of the tribune with steady steps.
After the grand ceremony ended, the opening of the hostel building for  400 places for the listeners of the Police Academy was conducted. The minister of internal affairs, colonel–general Ramil Usubov and the head of the department for affairs with the law enforcement authorities of the Presidential Administration Fuad Alasgarov cut the red ribbon indicating the symbolic opening of the new facility.

It was noted that there were 150 rooms, as well as 133 bed-rooms, 3 reading rooms, 6 household rooms and other auxiliary spaces in the 6 storey and two-block hostel building with the area of 9600 square meters constructed in accordance with the most modern standards the construction of which started in 2013. The building was supplied with all necessary centralized communication devices, as well as water, heating, air conditioning and ventilation, electric, communication systems. The restoration, landscaping and external lightening works were performed in the territory.
The minister Ramil Usubov after getting familiarized with the hostel state  satisfied with the construction of the hostel in the level of most modern requirements and the condition for the listeners’ normal living and function, he gave concrete assignments and recommendations to the management of the academy in this direction.
The parents of the listeners taking part in the opening ceremony expressed deep gratitude to the management of the country and the ministry of internal affairs for the high attention and care.
