Report from the General Prosecutor’s Office, the Ministry of Emergency Situations and the Ministry of Internal Affairs

On May 19, 2015, at about 11:00, fire happened in the multi-storey living building situated at 200/36, Azadlig avenue, Binagadi district, Baku city. The live force of the State Fire Fighting Service of the Ministry of Emergency Situations, the equipments and care services of the Ministry of Health were attracted to the place of accident. Protection of the accident place and the activities of the rescuers without obstacles were provided by the associates of the Quick Police Regiment and the police authorities of the Ministry of Internal Affairs.

By the measures implemented in operative manner, 27 inhabitants of the building were evacuated and 37 persons were rescued. At about 14:00, the fire was localized and the adjacent buildings were protected from fire. However, as to the initial suppositions, in the result of the fire starting on the facade of the building and surrounding a great part of it within short period of time, 14 persons perished and 27 persons were placed in various medical institutions with the fire damage and poisoning from the smoke.

At present the rescue measures and examination of the apartments are continued.

The leading officers of the Ministry of Emergency Situations and the General Prosecutor of the Republic and the Minister of Internal Affairs went to the accident place.

Based on the fact, the criminal case was commenced with the articles 225.2 – violation of fire safety regulations causing death and other heavy consequences of the injured person through carelessness, the article 308.2 – abusing the official powers and 314.2 – negligence causing heavy consequences – of the Criminal Code of Azerbaijan Republic in the Investigation Department for Grave Crimes of the General Prosecutor’s Office, as well as investigation-operative group was established consisting of the experienced associates of the General Prosecutor’s Office, the Ministry of Internal Affairs and the Ministry of Emergency Situations.

The Manager of “Global Construction” company, Miryusif Mahmudov not using his powers when required by the service interest and conducted facade works on that building by the covers without quality it manufactured was arrested as the suspected person on the case.

The implemented investigation and operative-search measures are under the control of the President of Azerbaijan Republic. The public will be additionally informed on the progress of the investigations.
