The information by the Ministry of Internal Affairs

On December 2, in the ministry of internal affairs, the wide collegial meeting was held dedicated to the condition of “combating illegal turnover of drugs, psychotropic substances and their precursors” and "search of accused persons and missing in action, identification of identity of the corpses impossible to recognize".

The Minister of Internal Affairs of the Republic, the colonel - general Ramil Usubov stated that the discussed issues cover the important fields of the service activity, and they are of significant importance in terms of reliable provision of life, health, rights and freedoms of people, and noted that improvement of activities in this direction, organization of them in accordance with the requirements of legislative acts, as well as State Programs, application of advanced experience in operative-service are the main duties set forth.
It was noted that in the past period of the current year, the measures taken in the field of combating crimes by the authorities of internal affairs, and in provision of public order and public security were satisfactory in whole, and the obtained positive tendencies are maintained in eleven months of the current year. Regular works are conducted on prevention of illegal turnover of drugs and organization of search of accused persons being one of the main duties of police, the works done in this field are widely discussed in collegial meetings and operative conferences, the necessary instructions are given to the places for further improvement of activities, practical assistances are provided. The Minister delivered to the attention that the works are efficiently performed in both directions for last years, but the obtained results do not fully reflect the reality, there are still errors and shortcomings in the activities of separate territorial police authorities along with the successes.

In respect to the first issue in the agenda, the chief of the Head Office for Combating Drugs, the police major-general Hazi Aslanov made a report. He stated that the Ministry take regular measures by giving great importance to organization of the measures for combating illegal turnover of drugs, psychotropic substances and their precursors, and expansion of international cooperation in this field in the republic.
In the result of operative-investigation measures implemented by the authorities of internal affairs of the republic in 9 months of the current year, 2445 facts were detected in respect to illegal turnover of drugs, 634 facts in respect to their sale, and 41 criminal groups and teams consisting of 106 persons were neutralized.
From illegal turnover more than 532 kg drugs, as well as 90.7 kg of opium, 32,8 kg of hashish, about 370 kg of marijuana, 14,6 kg of heroin, about 25 kg of other substances were seized. At the same time, the transportation of 44 kg of drugs through smuggling was prevented, the plant green mass with narcotic content with total weight of 212.5 tons was destroyed. 1824 persons were attracted to the criminal responsibility for those unlawful actions.

The chief of the Head Office for Criminal Investigation, the police major-general Emin Shakinski delivering a speech in respect of the second issue in the agenda stated that the number of the detained persons is 6 times more in comparison with the relevant period of the past year and the result of the search is 60,2 %, as well as for the grave and especially grave crimes it is 34,1 %. The detention indicators of the persons wanted for the crimes of human trafficking, robbery, appropriation and squander averagely raised 7 %. The place of 68 persons given to international search by the National Central Bureau of Interpol and 27 persons by the member countries of this organization was identified.
Certain works were done in the direction of implementation of search of missing persons. The places of 70 % of the missing persons were identified in 10 months of the last year, as well as criminal case was started on the fact that one person was the victim of the crime.

The persons delivering speech around both reports talked about the works done, obtained successes, at the same time the shortcomings and errors made in the service activities, and the measures taken for prevention of them.
The Minister concluding the meeting stated that the works done on the issues in the agenda were satisfactory in whole, at the same time required to prevent the existing shortcomings in several territorial authorities, and to make a capital turn in this directions until the end of the year and gave its concrete recommendations and assignments.
He stated the importance of holding publicity events in separate labor collectives, in high and higher educational institutions on the harm of the addiction to the society and people, its effects together with territorial police authorities, related state organizations and specialists of relevant field in terms of prevention of bringing drugs to our republic through illegal ways, strengthening of anti drug propaganda among the teen-agers and youth. It was noted that efficient combating "the white death" can be conducted only due to such cooperation implemented in complex form.

The Minister of Internal Affairs stressed that in the result of the reasonable and subsequent law enforcement policy implemented by the President of Azerbaijan Republic Mr. Ilham Aliyev, and the high care to the personnel, several successes were gained in the field of combating crime in the country and provision of public security and stressed the importance of every associate meeting this higher attention.
Mr. Ramil Usubov delivering to the attention that one month left to the end of the year noted the importance of further increase of the efforts in combating crimes, mobilization of all forces and possibilities for illegal turnover of drugs and detention of the wanted persons, increase of the efficiency of the operative – service activities.

The Minister stated that he is sure that the personnel will cope with the duties set forth by the President of Azerbaijan Republic,  it will not refuse its force and skills for reliable protection of stability, tranquility as well as the interests of the state and citizens against unlawful actions, and will end the current year with high indicators as in every year.
