On November 7, the international scientific-practical conference was held in the Police Academy of the Ministry of Internal Affairs in the subject of “the actual problems of constitutional provision of human and citizen rights and freedoms” dedicated to the 19th anniversary of adoption of the first Constitution of independent Azerbaijan Republic by the organization of Ombudsman’s Office, the Court of Constitution, the Lawyers’ Confederation, Human Rights and Philosophy and Law Institutes of the National Academy of Sciences of Azerbaijan and the Police Academy.
The participants of the Conference firstly visited the monument of the National leader Heydar Aliyev built in the yard of the Police Academy and laid wreath.

The chief of the Police Academy, the police major-general Nazim Aliyev announcing the conference to be open after demonstration of the film connected with the Constitution noted that though after Azerbaijan has got independence, several steps were made in the direction of democratic development, these higher values arising out from the system of the national-moral values of the people began to be of real importance with the return of the national leader Heydar Aliyev to the power.

N.Aliyev indicated adoption of the first Constitution of Azerbaijan on November 12, 1995 as one of the most important achievements of our people in the field of democratic state-building. He stated that the subjects “Constitutional law” and “the provision of human rights in the activities of the authorities of internal affairs” were taught in the Police Academy in order to study the duties of the police in the field of provision of human and citizen rights and freedoms defined in the level of Basic Law and international acts in this field.

The chairman of the Constitution Court Farhad Abdullayev stated that the Constitution being drafted under the supervision of the national leader Heydar Aliyev and adopted by the referendum created great possibilities for establishment and formation of legal state and civil society. The greatest section of this document is dedicated to the human rights and freedoms. The human rights and freedoms were defined as the supreme goal of the state and their implementation as the major duty of the state.
The director of the Human Rights Institute of the Azerbaijan National Academy of Sciences, the deputy of the Milli Mejlis Aytan Mustafayeva stressed that our country has selected democratic management and development of the civil society as the way without alternative as the guarantee for protection of human rights and fundamental freedoms. It was noted that strengthening of fundamental basis as the pre-eminence of law, human rights and social justice in our republic is always in the center of attention of the president of Azerbaijan Ilham Aliyev.

The resident coordinator of the UN Representative Office in Azerbaijan Antonius Brook noted that great success was gained in the result of measures directed to formation of the democratic, legal state and civil society and efficient protection of human rights and freedoms in our country, he highly estimated extension of the role of police in provision of human and citizen rights.
The chairman of the Human rights Committee of the Milli Mejlis Rabiyyat Aslanova also talked about successes gained in the field of protection of human rights in our country.
It was especially stressed in the speeches that the course of democratic legal reforms started under the supervision of the national leader Heydar Aliyev currently made a step to the new stage with the successful policy of the country President Ilham Aliyev.
The presentation of the textbook titled the “Constitution Law” of the chief of the chair “State and law theory” of the Police Academy, police colonel, honored teacher Jeyhun Suleymanov was held in the event.
At the end, the winners of the intellectual competition held between the lecturers of the Academy were awarded prizes.
