01.04.2014On April 1, the meeting of territorial police chiefs and district police inspectors of the city, district police authorities for the whole Republic dedicated to improvement of activities and discussion implemented works was held in the Ministry of Internal Affairs in the field of combating crime, protection of public order and securing the public security.
The Minister of Internal Affairs, the Colonerl General Ramil Usubov opening the event with the introductory speech provided information about the goal and agenda of the meeting, and stressed that important steps had been made in the field of conducting the core reforms in the system of the Ministry of Internal Affairs, establishment of service activities in accordance with the international norms and standards, strengthening of social protection of the personnel, enlargement of social functions, strengthening of relations with all groups and sections of the population, at the same time prophylaxis, solving and investigation of the crimes, securing the public order in whole within the framework of the reforms conducted in the country under the leadership of the President of Azerbaijan Republic mister Ilham Aliyev. The chief of the Head Office for Public Security, the police major general Javanshir Mammadov delivered a speech with the statement report in respect to the issue on the agenda. He said that the management of the Ministry pays special attention to the organization of the activities of the district police inspectors along with the other fields. For this purpose, several structural changes were made in the system of the Ministry of Internal Affairs in order strengthen the relationships with the public, all groups and sections of the population, to secure human rights and freedoms reliabily. As well as, the institute of the district police chiefs was established, the reasonable measures were taken in the direction of improvement of its activities, increase of its role in combating the crime and securing the public order, formation of public councils in the district police stations and organization of its activeities.
The caretaker of the position of the chief of Public Security Office of the Ministry of Internal Affairs of Nakhchivan AR, the police colonel lieutenant Aliashraf Ibrahimov, the district police inspector of the Police Division number 4 of Sumgait CPO, the police lieutenant Sabuhi Amirsaslanov, the member of Public Council of Nizami DPO Zumrud Samadova, the the member of Public Council of Nizami RPO Shahismayil Mammadov and others delivered a speech and talked about the implemented works, and expressed several suggestions connected with the discussed matter.
Mister Ramil Usubov giving his concrete tasks and recommendations to the participants of the meeting reminded that based on the order on “improvement of activities of district police stations” signed by the president of Azerbaijan Republic in 2007 within the framework of the State Program covering the years 2004-2008 on improvement of the activities of police authorities, the tasks were assigned on establishment of necessary conditions for the efficient activities of the district police inspectors. Beginning from that year, the Ministry began to study the progressive experience of on legal status of the officers performing the relevant functions of up to 20 states including Turkey, England, Italy, Australia and Israel by the close participation of the Baku Office of the OSCE. The obtained results were summarized and organized in experiment manner in the status of service “district chief” of the distritct police inspectors firstly, and in all territorial police authorities since 2009 regularly. The reforms conducted under the initiative and tasks of the president of Azerbaijan Republic, Mister Ilham Aliyev also resulted in a number of changes in the legislative acts at the same time. Under the decree signed by the head of state, district police chiefs are authorized to adopt decision on 40 articles of the Code of Administrative Offences. In order the citizens to be voluntarily involved in securing the public order, the law on “Police” was added a new article in respect to establishment of the Public Council attached to the local police authorities.
In parallel to the legal regulation issues, the importance was given to formation and strengthening of qualified staff, professional coreand at present the special weight of the associates with higher education among the district police chiefs and district police inspectors having the most multi personnel officers in the authorities of internal affairs raised to 86 % from 74 % in 2013 in comparison with 2009, and the special weight of those with higher law education rasied from 57 % to 67 %. It is not accidental that the number of the persons applying to the district police stations in respect to various issues increased 60 % in last 5 years. The domestic violence conflicts decreased 2.5 times. Average 80 % of the crimes committed in closed situations were disclosed by the close participation of our citizens. The Minister using the convenient moment expressed gratitudes for high citizenship position to the associates of law enforcement and security authorities, thousands of inhabitants of our country, the members of public councils, police veterans, mass media and the representatives of public organizations taking part in prevention, disclosue of crimes, protection and strengthening of law order.
The Minister of Internal Affairs noting that rapid integration of our country to the world community, international undertakings as well as the challenges and threats of the modern period imposes very responsible duties stressed that maintenance of stability, reliable protection of human rights and freedoms, increase of execution of service activities and as well as social functions to new quality level, provision of citizen’s satisfaction is the major goal.
The minister specially stressed the importance of the police associates and as well as district chiefs and inspectors’s having necessary legal knowledge, wide outlook, working abilities with the new technologies, high professionalism in whole for timely prevention of prepared crimes and required the territorial police authority to pay special attention to this issue.
At the same time, he delivered to their attention that the enlightenment work being of great importance in prophylactic activities should be implemented by widely using the possibilities together with the forces of the members of Public Council, civil society and representatives of mass media, local executive power authorities, municipalities, employees of education and health, and religious figures.
The minister, noting that one of the most important means in organization of service activities and assessment of the results is reception of the citizens, operative examination of their applications and complaints, reminding the recommendation of the Great Leader Heydar Aliyev in respect thereof “You ought to work, behave yourselves in such a manner and be so modrate towards the citizens and so irreconcilable towards the criminals that the people love you as a representative of the state”, stressed the importance of protection of belief and reliance of the population, preference of the requirement of the respected president to be the servant of the people, the legal interest of the state and citizens, the name of the honourable police, each associate’s being sample to the citizens in compliance with the law, severe compliance with ethical behavior codes.
The Minister stated he was sure that the whole republic meeting will be the next step in reaching the targets defined by the mister Ilham Aliyev, the president of Azerbaijan Republic.
Then the order of the minister of internal affairs on award of the a number of group of associates distinguished in combating crime, protection of public order, execution of service duties in whole, as well as the members of public council taking an active part in legal enlightenment and conducting propaganda among the population was announced and the awards were presented to their holders by mister Ramil Usubov.
The participants will listent to speeches in various subjects, and closely acquiatned with advanced experience and work methods in the meeting that will last for two days.
