On January 28, a great meeting dedicated to finals of ensuring fighting crime, protection of public order and the duties set forth in 2013 in the Ministry of Internal Affairs.
The minister of internal affairs Colonel General Ramil Usubov opening the meeting with introductory speech stressed that 2013 was significant with the successful development of political course of Heydar Aliyev under the direction of the President of Azerbaijan Republic mister Ilham Aliyev, especially re election of the Excellency to the position of the head of the state again by the unanimous confidence of our people. Positive results were gained in all fields of the country life, as well as the stability and internal security that establish grounds for state building and prosperity process regularly implemented was securely protected.
it was noted that the duties arising out from the decree, order and tasks, related plan and programs of the respected President connected with the improvement of law enforcement policy were duly implemented in time and in whole. Our republic was in the leading position in the CIS and South European space for low number of crimes per each 100 thousand persons, and it confirmed the state image once again where the safety of the citizens was ensured in a high level.
The Minister of internal affairs made a speech with the report in the meeting. He stated that total 22.891 crimes were recorded by all state authorities performing operative search and investigation activities during the reporting period. 91.4 % of them or 20.465 were the actions contradicting the law the investigation and examination of which is conducted within the framework of responsibilities of authorities of internal affairs and prosecution. 86 % of these crimes were the crimes not constituting great social threat and less grave crimes, only 14 % of them was grave and especially grave crimes. In order to strengthen the prophylactic works and to make operative response to the information about the crimes and events, organizational-prophylactic measures systematically implemented by the first days of the last year have ensured keeping the operative conditions under control, accelerated the positive changes in the dynamics of crime. So that, the crimes recorded by the authorities of internal affairs and prosecution were decreased and arranged 20.465 facts. Detection of the crimes was also high and arranged 85,4 %. Due to timely application of operative plans, 896 crimes were detected with “hot traces”. At the same time, together with the prosecution authorities 284 crimes, as well as 63 grave and especially grave crimes that were kept closed from past years were detected.
The importance of modern information technologies was also great in prevention, detection of crimes, in protection of life and health of persons undergoing unlawful actions. Only by the quick response measures implemented on the information received by the “102” service, 7947 unlawful actions were prevented, as well as 2764 criminal case were started.  With the technical possibilities of “Secure City” service, 105 crimes were detected, 8401 traffic accidents, 11 events resulting in hitting of pedestrians were detected, 121 wanted vehicles were detained. Through the Unified information search system, more than 690 thousand requests were responded, the wanted 1264 persons were identified. It was stated that the provision of inevitability of punishment for the committed actions was kept under control. With the continuous measures implemented in this direction, 12.361 persons who committed various crimes and as well as 1975 persons were attracted to the court responsibility for grave and especially grave crimes. The last year the results of the search works for accused persons were improved and 2059 persons hiding from investigation and court were arrested. The place of 72 persons given to the international search by the National Central Bureau of Interpol and 29 persons wanted by the member countries of this organization were identified. In total, 66.5 % of the wanted persons were arrested.
the fight against organized crime was of consecutive character. With the implemented complex operative-search measures, 760 criminal groups and teams uniting 2095 persons committing total 1833 crimes, as well as 688 grave and especially grave crimes were neutralized. 34 % more, it means 134 persons were attracted to the criminal responsibility for maintaining and carrying illegal fire arms. With the operative measures directed to protection of economic security of the state, 25 money falsification and sale crimes were detected.
In the result, 2267 false bank notes amounting 98 thousand manats were taken out from illegal turnover.
It was also noted that the measures implemented in the field of fighting drug trafficking and trafficking in human beings were also reasonable. 2577 criminal acts related to drugs, as well as 677 facts related to their sale were detected, 54 criminal groups consisting of 135 persons were neutralized. 619 kg of drugs were taken out from illegal turnover, 65,1 kg of drugs were prevented to be brought to the country through trafficking. Also, with the measures implemented on the special operation plan in the direction of illegal cultivation of plants containing drugs and prophylaxis of their dissemination – total 302 tons of opium and opiate bushes were detected and destroyed. With the operative measures continued based on the National Action Plan against trafficking in human beings, 80 criminal facts were identified and 17 persons were attracted to the responsibility, as well as reintegration of 50 persons being victims of such actions was ensured.
The activities of the associates of investigation and examination authorities playing an important role in securing the lawfulness and as well as respect to the rights and freedoms of each person are satisfactory. There were 21.199 criminal cases in the execution of investigators during the reporting period. The number of criminal cases the investigation of which is completed and sent to the courts with the accusation act increased 3 % in comparison with 2012.
The minister said that the prophylactic measures implemented in the field of ensuring the traffic security being one of the main directions of activities of authorities of internal affairs were also observed with positive results. During the last year 15 legislative acts regulating social relations in this field were adopted, as well as the sanctions for several administrative offences against the traffic were made strict. The number of vehicles taken into state registration in the republic increased 102 thousand units and arranged 1.245.677 units at the end of 2013. However, in the background of that increase the number of traffic accidents decreaed 1.6 % or 46 facts, the number of persons died in the accidents decreased 0.3 % or 4 persons, and the number of wounded persons decreased 1.6 % or 49 persons. During  the reporting period, 40 % more or 1.429.781 relevant administrative offences were identified in the process of supervision to the traffic in comparison with 2012. 10.578 cars the windows of which were curtained or filmed and 703 persons for autohooliganism were detected and legal measures were taken. 11.8 % (168.197) of the offences were identified by the means of special technical devices having functions operated through photo or video recording.
In total, 29 % more or 1.452.461 protocols were compiled in comparison with 2012 for various administrative offence, in the result 1.347.617 persons were punished, 4130 persons were arrested by the courts in administrative order, 41.495 were warned. Colonel General Ramil Usubov noting that the reputation of the police in the society depends on review of the appeals of the citizens in time, objectively and fairly and in whole the provision of rights and freedoms of the citizens reminding the words of the president of Azerbaijan Republic Excellency mister Ilham Aliyev in the event held for the 95th anniversary of Azerbaijan Police last year “...The police officers have to pay attention and take care of people and not to allow coarseness... fighting crime is to be conducted in a high level... it means, the police authorities and their associates have to be more serious in this direction... the police officers have to be in leading places in fighting corruption and bribe...”, stressed that serious supervision was ensured on execution of duties set forth by the head of the state in the field of reception and review of the applications of the citizens and necessary organizational – active measures were peformed in planned manner. It was stated that the management of the ministry and the structural services received more than 5 thousand persons as well as 456 citizens from 64 cities and regions by informing beforehand, most of the raised issues were positively settled in place. During the reporting year, about 45 thousand applications as well as 9800 applications in electronic form received by the ministry from the citizens, only 3 % of them was the complaints from the police officers.
It was stated that in terms of execution of service functions to the people and the necessity of efficient organization of citizens’ satisfaction, the protection of lawfulness was approached with great insistence. In the result, no cases of beating, torture, illegal search, unlawful use of service gun by the police officers were recorded. The complaints containing violation of human rights and freedoms were investigated comprehensively and objectively, lawful decisions were adopted on the approved facts. So that, with the measures implemented in internal supervision order, relevant reproach measures were taken about 341 police officers for 118 facts on rough behavior, 35 facts on baseless detention, 28 facts for bringing to the police department without grounds. 84 of the 106 associates attracted to the disciplinary responsibility on the 66 facts detected in respect to corruption law violations were fired off, 20 of them underwent to demotion, and other reproach types were applied about 2 of them.
The minister delivering to the consideration the shortcomings and shortages in the service activities along with the obtained successes in the report drew the attention of participants of the board to the comprehensive analysis of them, te ways of prevention of them and the duties set forth.
The chair of the Department for Affairs with Law Enforcement Authorities of the Administration of the President of Azerbaijan Republic, Fuad Alasgarov delivering a speech reminded that under the direction of the President of Azerbaijan Republic, Excellency mister Ilham Aliyev, the law reforms, great infrastructural projects and social programs were successfully implemented in our country, and stressed that the personnel of the authorities of internal affairs had a great role in securing the stability, safety that is one of the important factors in wide state building, development processes conducted in our republic, at the same time the duties arising out from concerned state programs and national action plans were executed in a duly manner, several succeses were obtained in the field of fighting crime, protection of public order.  
The minister of internal affairs of the Autonomous Republic of Nakhchivan, Ahmad Ahmadov, the chief of Head Office of Public Security Javanshir Mammadov, the chief of Baku city Head Police Office Rafig Abbasov, the chief of Head Investigation and Examination Office Sarvar Mehraliyev, the chief of Head office for Fighting Organized Crime Mirgafar Seyidov, the chief of Head Office for State Traffic Police Ramiz Zeynalov, the chief of Office for Internal Investigations Rasim Musayev and others speaking in the report related discussions and speaking about the works done and shortcomings allowed during the reporting period, stated that effective measures would be taken for prevention of shortcomings in the first quarter of the current year.  
The minister finalizing the meeting, stressed the necessity of continuation of works conducted against corruption law violations, crime among the personnel not to make sure by reminding that every kind of conditions were created by the respected head of the state for the authorities of internal affairs to perform their service duties, the finals of the last year’s activities were positively appreciated, the police officers and military servants were covered with special care and gave his concrete tasks and recommendations.
He said that very responsible duties set forth before us for achieving the goals defined by the mister President, as well as in terms of challenges and threats of modern age. First of all, always attention should be given to prevention, detection of crimes, reliable protection of stability, safety of citizens, legal interests in the country, strengthening of lawfulness and internal security in the authorities and sections. At the same time, reasonable works have to be conducted in the direction of duly prevention of use of transnational organized criminal groups of our country, radical religious sects and extremism, involvement of authoritative persons representing various sections, well known scientific and religious figures, identification of illegally maintained fire arms through operations.
The review of applications and complaints of the citizens that is one of the main duties has to be approached sensitively, the received applications have to be checked in detail and objectively, their violated right have to be recovered. The professional level of the personnel has to be regularly increased, the importance has to be given to holding the reasonable events in the professional development system in this field. The chiefs of territorial police authorities and the commanders of regular units have to pay special attention to the intellectual level, physical development of the candidates and defined criteria in the process of adoption to the service.
The minister, Colonel General Ramil Usubov has assured the President of Azerbaijan Republic, the Commander in Chief of the Armed Forces mister Ilham Aliyev that the personnel will mobilize al its power tp fighting crime, reliable securing the order  and high level protection of total public order in the country, they will perform the responsible tasks set forth resolvedly in 2014, will serve to the people, state and state building faithfully.
