December 11 - Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov received Ambassador Extraordinary and Plenipotentiary of the Argentine Republic to Azerbaijan Carlos Dante Riva.
Having welcomed the Ambassador, the Minister gave a brief view of the functions and activities of the Ministry of Internal Affairs and criminal situation in the country.He noted that the tense social and political situation in the republic during the first years of its independence, anarchy and struggle for power among armed gangs had negative effect on the criminal situation, so the crime rate in the country reached the peak. The situation was aggravated by occupation of 20% of the national territory in the result of military invasion by Armenia and forcible displacement of over than 1 million Azerbaijani citizens from their native land. The Minister emphasized that only the return of National Leader Heydar Aliyev to supreme power on the insistence of Azeribaijani people, his wise policy, continual efforts and complex and efficient activities of law-enforcement authorities including internal affairs bodies could restore stability and peace in the country: thousands of armed groups were neutralized, illicitly possessed arms were confiscated, the number of armed crimes decreased manyfold, and the criminal situation was put under control. It is important to note that today all conditions for safe living and work both for local and foreign citizens are created in our republic.
Speaking on the policy of integration with Europe carried on in the country, the process of democratization and reforms which has been taking place in the country since the middle 90s of the past century and involving MIA, the Minister mentioned adoption of new laws based on democratic principles and regulating the police activity, the great role of experts of a number of developed countries and international organizations in this work.  
The Minister brought to the attention of the guest the significant success achieved in all spheres in the result of the policy pursued by our President over the last few years. Colonel General also appreciated the support Argentine people and government give to our country in the process of peaceful and objective settlement of the Nagorno-Karabakh conflict within territorial integrity of Azerbaijan and based on the recognized and booked international principles and norms, having expressed his confidence that the Ambassador would make his contribution to the development of bilateral relations.  
Touching upon existing challenges, the Minister emphasized that effective prevention of the main kinds of transnational organized crime like international terrorism, illegal drug trafficking, trafficking in human beings and illegal migration is always in the focus of attention and may be achieved only by means of joint efforts.
Ambassador Carlos Dante Riva expressed profound gratitude for hearty welcome and detailed information and noted that he had heard and read much about National Leader of Azerbaijani people Heydar Aliyev before his appointment. The Ambassador also made mention of his first visit as the ambassador, to the Nakhchivan Autonomous Republic, the birth place of the great leader whose merits in the independent nation building and strengthening were invaluable.
The Ambassador appreciated the high level of stability and security he has been observing in our country since the first day of his staying and stated that he would exert every effort for further extension of the bilateral cooperation between our far-flung countries and peoples.
