PRESS RELEASE BY THE PRESS SERVICE OF THE MINISTRY OF INTERNAL AFFAIRS

December 10 - Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov received newly appointed Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Azerbaijan Heidrun Tempel.
Having welcomed the guest, the Minister congratulated Mrs Tempel on her appointment and wished success in diplomatic activity.

The Minister brought to the attention of the Ambassador that cooperation between the ministries of internal affairs of the two countries is maintained both in bilateral format and within the scope of the International Criminal Police Organization (Interpol), having mentioned the participation in the Conference on Safety held in Berlin on November 7, 2008 and the Joint Memorandum of Intentions signed between the Ministry of Internal Affairs of Azerbaijan and Federal Ministry of the Interior of Germany for the purpose of improvement of the cooperation efficiency. The Minister emphasized that his agency is interested in further development of this alliance.

Mr Usubov also noted that this cooperation is maintained at the same time within the scope of OSCE, UNO, Council of Europe and other organizations and mentioned the integration of our country in Europe, adoption of a number of regulations and new laws based on democratic values and the role of a number of advanced countries and international organizations including German specialists in this work, having emphasized the significance of enforcement of these laws. The Minister also brought to the attention of the guest that experts from Germany took an active part in projects, seminars and trainings aimed at professional development of the staff, for example, training and seminars on the Police activity in prevention of civil disorder.
It was noted that our employees take an active part in various forums and conferences held through the Council of Europe, OSCE and other international organizations for the purpose of more efficient application of advanced practices.

Then the Minister informed the guest about functions and activities of the Ministry of Internal Affairs and criminal situation in the country. The Minister mentioned that successful actions taken in the field of crime prevention and maintenance of public order ensured security and provision of conditions for safe living and work both for local and foreign citizens in Azerbaijan that in turn provided attraction of massive foreign investments to our economy.   

Colonel General Ramil Usubov noted that the legislation harmonized with European standards as well as study and application of advanced experience had the positive effect on the service activity of the staff and emphasized that the management of the Ministry of Internal Affairs give special attention to all applications concerning infringement of civil rights and freedoms and in the result of such sensitive approach and prompt response drastic measures are taken against the officers infringing civil rights.
Appropriate measures are taken for reconstruction of temporary detention facilities of police bodies in accordance with modern standards. The Minister noted that up to this date new temporary detention facilities were built in most of police bodies and other were renovated in accordance with the latest standards.
1181 monitoring inspections were conducted over the last three years by OSCE,  International Red Cross Committee, Committee against Torture in Azerbaijan, Office of the Ombudsman and other governmental and NGOs.
When touching upon existing challenges, the Minister emphasized that effective prevention of the main kinds of transnational organized crime like international terrorism, illegal drug trafficking, trafficking in human beings and illegal migration is always in the focus of attention.

The Ambassador expressed profound gratitude for hearty welcome and detailed information, and mentioned that the meeting fell on the day of International Human Rights. She also noted that maintenance of internal stability and safety is one of the primary commitments of every country and internal affairs bodies of Azerbaijan could achieve evident progress in this area and emphasized great importance of observance of supremacy of law and human rights in the modern period.
