December 4 - The Minister of Internal Affairs Colonel-general Ramil Usubov received the Ambassador Extraordinary and Plenipotentiary of Italy to our country Giampaolo Cutillo.
Having welcomed the guest, the Minister expressed his hope for further extension of the relations between Azerbaijan and Italy during the period of the Ambassador's performance. The Minister told about functions and areas of activity of the Ministry of Internal Affairs and recalled the complicated socio-political situation in our republic in the early 90s and aggravation of criminal situation caused by Armenian aggression within that period. He noted that return of Great National Leader Heydar Aliyev to the supreme power on demand of the Azerbaijani people at the moment when Azerbaijan was on the edge of civil war had saved the country from threatening collapse. Public order and stability had been restored in the country and criminal situation had been brought under total control since 1996 in the result of wise policy and drastic actions taken by Heydar Aliyev.

Having mentioned extension of the relations between our countries in the result of political will and mutual visits of the heads of states, Mr Usubov reminded of the participation at the 81st Session of Interpol General Assembly held in Rome in early November and signing of the Collaboration Agreement between the Ministry of Internal Affairs of the Republic of Azerbaijan and Ministry of Internal Affairs of the Republic of Italy during that session. He also noted that such instrument would offer broad opportunities for cooperation between these organizations of two states.
Then the Minister mentioned our country's integration with Europe, adoption of new laws regulating the police activities which are based on democratic principles as well as the role of a number of international organizations including Italian experts in this work and emphasized the significance of execution of these laws.
It was noted that a special course on Human Rights had been organized in the Police Academy for the purpose of more detailed study of the legislation and international legal instruments on human rights protection. Focused systematic efforts are taken for the purpose of professional development and personal enrichment of the staff as well as studying the world practices. Officers regularly undergo training in various foreign countries and take part in seminars, training and courses conducted in our country with the participation of international experts. About 1500 MIA officers took part in such events devoted to human rights and held in our country and foreign states for the last 4 years.

The Minister emphasized that Azerbaijan also achieved a leading position among the countries of CIS and Eastern Europe by the number of crimes per 100,000 inhabitants and successful actions taken in the field of crime prevention and maintenance of public order ensured security and provision of conditions for safe living and work both for local and foreign citizens in Azerbaijan that in turn provided attraction of massive foreign investments to our economy.  
Colonel General Ramil Usubov also appreciated the support Italy had given to our country in the process of peaceful and objective settlement of the Nagorno-Karabakh conflict within territorial integrity of Azerbaijan and based on the recognized and booked international principles and norms.
Touching upon existing challenges, the Minister emphasized that effective prevention of the main kinds of transnational organized crime like international terrorism, illegal drug trafficking, trafficking in human beings and illegal migration is possible only by means of joint efforts.

Ambassador Giampaolo Cutillo expressed profound gratitude for hearty welcome and detailed information, reminded of a number of similarities between our states and peoples and appreciated the high level of stability and security in the country, having mentioned that he would exert every effort for further extension of the bilateral cooperation between our countries.
