PRESS RELEASE BY THE PRESS SERVICE OF THE MINISTRY OF INTERNAL AFFAIRS

November 29 - an extended session of the Collegium of the Ministry devoted to the state of affairs in the field of consideration and receipt of appeals from citizens in municipal and district police departments and selection, recruitment, young officers promotion and organization of professional development in internal affairs bodies was held.
Minister of Internal Affairs Colonel General Ramil Usubov gave information on the agenda items and noted that protection of human rights and freedoms was a key factor in assessment of the service of receipt and consideration of appeals of citizens. It was mentioned that observing President Ilham Aliyev's demand on particular care to be given by every state agency and official to the consideration of problems disturbing people, control over and requirements in respect of unbiased consideration of appeals, regular reception of citizens, investigation of causes leading to such appeals and making objective decisions were strengthened.   
It was noted that the issues like selection, recruitment and professional development of the staff are always in the focus of attention and regularly discussed at sessions of the Collegium, and all necessary instructions were given and appropriate assistance was rendered to departments for enhancement of efficiency of this work.
Head of MIA Secretariat Police Major General Nusrat Shirinov delivered a report on the first item on the agenda.
He noted that in accordance with President's demands and recommendations MIA's leadership increased control over and redoubled attention to the relevant areas of activity and critical decisions made  in respect of existing shortcomings and deficiencies yielded positive results in the field of consideration and receipt of appeals from citizens.
Thus in 2012 the number of appeals received by the Ministry was 2.5 times lesser than in the previous year. Among them appeals against police officers reduced by 26%, similar complaints received by the Administration of President of the Republic of Azerbaijan reduced by 19% and appeals received by the Commissioner for Human Rights reduced twofold.
In the result of measures taken for improvement of the work almost twofold reduction of the number of appeals against investigation agencies was registered as compared with the similar period of the previous year. About 880 thousands of appeals were received by the internal affairs bodies within the last two years and a half. 69.5% of them were applications and 30.3% were complaints.
The work on reception of citizens was also taken under the control as a key means of human rights protection. In total, 820 citizens were received by the Minister of Internal Affairs in the Ministry and all regions of the republic for the last 2 years and 9 months. Most of appeals were processed and settled in situ. Efficient measures were taken for elimination of the factors which caused other appeals and appropriate instructions were given to the relevant structural organizations. All appeals to be considered were taken under the control and reports on all results were delivered. On the whole, 121.765 citizens were received by the internal affairs bodies for the above mentioned period including 10.304 by the Secretary's Office and 111.461 by regional police departments.

Head of the Main Human Resources Department Police Major General Ismat Aliyev delivered a report on the second item on the agenda.
He noted that model behaviour, organization of activities based on the principles of service for the benefit of the people, nationhood, legitimacy, inviolacy of the oath, improvement of competence level and training of young staff with high professional qualities and broad world outlook being the primary task according to the demand and recommendation of the President of the country were always in the focus of attention.
213 higher legal and pedagogical education professionals and 75 specialists have been enrolled and appointed mid-level executives since 2011 in a transparent and open manner according to the results of test examinations conducted by the Admission Board and interviews held by the Competition Board of MIA. After appropriate examinations, 16 officers of the junior enlisted and junior management and 66 servants were promoted and appointed mid-level executives. 487 graduates of the Police Academy of MIA and final-year students, who held the posts of junior enlisted and junior management, were appointed mid-level executives.
In 2011-2013, 1544 (45%) school leavers of 3472 applicants to become students of the Police Academy of MIA passed the ability examination, got positive assessment of the Selection Board of the Ministry and were referred to the State Admission Board for participation in entrance examinations. 385 applicants who got the highest grades at entrance examinations were admitted to the Police Academy.
In the result of these and other actions the percentage of young specialists in the staff increased by 58% (35.4% in officer corps and 68% in junior enlisted and junior management). The percentage of higher education professionals in the junior enlisted and junior management was 18.4% and in the top management – 92%. 1907 officers took part in training conducted in the republic and abroad by foreign and international organizations for the last 3 years.
Special attention was paid to the virtual on-the-job training during the organization of lessons. For this purpose, on-line training class-rooms were opened using video conference technology in the Ministry, Police Academy and 28 municipal and regional police departments of the republic and over 10 000 officers were got involved in on-line lessons.
About 700 employees of various services could upgrade their skills at the courses organized in the Khazri Recreation and Health Centre since November of 2012.

Speakers of the session touched on the work done and existing shortcomings having mentioned that effectual measures will be taken till the end of the current year in order to eliminate these shortcomings.
Summarizing the meeting, Colonel General Ramil Usubov assessed the work done in respect of two items on the agenda as satisfactory, and at the same time demanded elimination of certain shortcomings and deficiencies within the shortest possible time having given appropriate instructions and recommendations.
He emphasized that activities of the commissions exercising control over the receipt and consideration of public appeals should be intensified and all efforts in this area should be studied on a regular basis, causes of appeals (including repeated ones) received by central executive agencies should be investigated thoroughly, discussed and assessed at briefing sessions.
Having touched upon the second item on the agenda, the Minister brought to the attention of participants that some regional departments didn't pay proper attention to individual features of applicants and assessment of their intelligence level and physical fitness is often formal and disinterested and made a point of observance of the principle of justice as one of the key conditions for enhancement of efficiency of the work with young employees, paying special attention to this area as well as the staff professional development, maintenance of sound moral and psychological environment and combative spirit in agencies and departments
The Minister noted that one of the important factors providing further raising the well-being of the people as well as economic, political and military power of the country is ensuring of internal stability and public order that was repeatedly mentioned by the President of the country. The internal troops discharge worthy their functions established by law and take focused actions for protection of civil rights ensured by law, their property and safety against criminal infringement standing on guard of constitutional order in the country. Positive results obtained in the past period of the current year suggest that the course of crime prevention and public order maintenance is pursued consistently in our republic, the level of competence and intelligence of employees and military personnel improved and public confidence in and support of police increased.
He noted again that the commitment imposed on the internal affairs bodies consists in reliable and effective protection of public order and peace that is a primary guarantee for the state policy successfully pursued by President of the Republic of Azerbaijan Ilham Aliyev in the field of prosperity and strengthening of our state and further raising the well-being of the people.
The Minister of Internal Affairs assured President of the Republic Ilham Aliyev that the staff will discharge vigorously and selflessly its duties and important functions arising from laws of the country as well as decrees and orders of the head of the state and serve the people, state and statehood faithfully.
