PRESS RELEASE BY THE PRESS SERVICE OF THE MINISTRY OF INTERNAL AFFAIRS

24 October - Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov received the delegation headed by General Director of Turkish National Police (General Directorate of Security) Mehmet Kiliclar. The Minister welcomed warmly the guests and mentioned that Turkey was the first state that recognized independence of Azerbaijan. He noted that development of relations between our countries was closely associated with the name of National Leader Heydar Aliyev, strategic cooperation and fraternal relations between Azerbaijan and Turkey would continue to expand, and this visit of the Chief of Turkish National Police would serve further extension of the cooperation between MIAs of two states.
Then Minister touched on functional duties of MIA, current criminal situation and the problems our country encountered during the first years of independence, as well as on the occupation of our territories in the result of military aggression of Armenia and over one million Azerbaijani citizens, who were forcibly displaced from their native land, struggle for power among armed gangs owned by various groups and persons, the peak of the crime rate, climate of impunity and menace of civil war that set in our republic at that time.
The Minister noted that only in the result of the return of National Leader Heydar Aliyev to supreme power on the insistence of Azeribaijani people and drastic measures taken under his guidance in all spheres of public life as well as in law enforcement area including internal affairs bodies, stability and peace were restored in the country and the criminal situation was put under control. It was mentioned that stability, which is one of key factors providing rapid development of our country, was established and is maintained today under the guidance of President of the Republic of Azerbaijan Ilham Aliyev.  The Minister of internal affairs also reminded that now our country takes one of the last positions by crime rate per 100,000 inhabitants among other states not only in the territory of CIS but also in Eastern Europe. Control over the criminal situation, restoration of stability first of all created favourable conditions for safe living and activities of our citizens and foreigners as well as for foreign investments in economy of Azerbaijan.

Colonel General Ramil Usubov emphasized that the excellent legal framework, that was formed in accordance with European standards and regulates the police activity in the field of crime prevention and public order maintenance in our republic, received favourable review of a number of relevant international organizations and experts. The Minister noted that systematic efforts are taken for the professional advancement of law enforcement officials, improvement of logistics and study of international practices. For this purpose, over 3000 law enforcement officers took part in a number of trainings, seminars and meetings organized in various countries under the auspices of Council of Europe, OSCE and other international organizations over the last few years. Hundreds of our compatriots including military population and our colleagues are educated at higher schools of the friendly and fraternal state.

Having expressed his satisfaction with the whole new level the relations between two states could reach in accordance with political will of heads of our states, Mr Usubov emphasized the great importance attached to further development of the relations between his agency and law-enforcement bodies of the fraternal nation.

The Minister emphasized and highly appreciated the significant role of Turkey in development of our army including formation of MIA Internal Troops, their turning into the armed forces meeting the latest requirements and professional advancement of the staff. He expressed his confidence that the visit of the delegation headed by General Director of Turkish National Police will promote further extension of this cooperation.
When touching upon problems, Mr Usubov reminded of the constant threat of terrorism, one of the main types of transnational organized crime, 32 acts of terrorism committed by Armenian nationalists and terrorist groups against Azerbaijani people, and at the same time emphasized that prevention of global problems like drug trafficking, trafficking in persons and illegal migration is always in the focus of attention and only joint efforts can provide efficient combating these types of crime.

Having expressed gratitude for hearty reception and detailed information, General Director of Turkish National Police (General Directorate of Security) Mehmet Kiliçlar noted that our republic has gone the path of rapid development at the highest level in a short space of time and expressed satisfaction with extension of the relations between Azerbaijan and Turkey titled by National Leader Heydar Aliyev as "One nation, two states".  He stated that two friendly and fraternal countries always had a unified position and exerted joint efforts in prevention of global problems including all types of organized crime which impede establishment of peace, public order and stability in the region and the world. The guest also emphasized his interest in further development and extension of relations between police entities of our countries.
