PRESS RELEASE BY THE PRESS SERVICE OF THE MINISTRY OF INTERNAL AFFAIRS

23 October - Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov received Mr Choi Sok Ying, South Korean Ambassador Plenipotentiary and Extraordinary to Azerbaijan.
Having welcomed the guest, the Minister briefly informed the guest of MIA functions and the current criminal situation in our country. He noted that the tense social and political situation in the republic during the first years of independence, military aggression of Armenia, struggle for power among armed gangs owned by various groups and persons had negative effect on the criminal situation and the crime rate in the country reached the peak. The Minister emphasized that only in the result of the return of National Leader Heydar Aliyev to supreme power on the insistence of Azeribaijani people, his wise policy, continual efforts and the complex and efficient activities of law-enforcement authorities including internal affairs bodies under his guidance stability and peace were restored in the country and the criminal situation was put under control.
Speaking on the process of democratization and reforms which took place in the country in the middle 90s of the past century and involved MIA, the Minister mentioned adoption of new laws based ob democratic principles and regulating the police activity, the great role of experts of a number of developed countries and international organizations in this work and importance of enforcement of these laws.  It was noted that much importance is attached to formation of a police officer satisfying modern requirements.  In this context for the purpose of study and application of the best practices over 3000 law enforcement officers took part in numerous forums, meetings, trainings, seminars and workshops organized in various countries under the auspices of UNO, Council of Europe, OSCE and other international organizations over the last few years. Touching upon problems, the Minister noted that combating terrorism, one of the main types of transnational organized crime, drug trafficking, trafficking in persons and illegal migration is always in the focus of attention and emphasized that only joint efforts can provide efficient prevention of the above mentioned types of crime.
The Minister brought to the attention of the guest that relations between Azerbaijan and South Korea broaden in accordance with political will of heads of our states, and cooperation between internal affairs bodies of two countries is maintained within the framework of International Criminal Police Organization (Interpol), and emphasized the importance of establishment of direct relationship between MIA of our countries and the interest of his agency in this work.
Having expressed his gratitude for hearty reception and detailed information, Ambassador Choi Sok Ying appreciated the high level of stability and public order in the country, and emphasized that our republic is one of few states in the world which can provide reliable security. He also noted that would exert every effort for raising cooperation between our countries in all fields to a new orbit. 
To complete the meeting Minister Ramil Usubov and Ambassador Choi Sok Ying signed the Agreement between the Government of the Republic of Azerbaijan and Government of the Republic of Korea on mutual recognition and exchange of driver's licenses.
