31.07.2013The Collegium meeting devoted to the results of crime prevention, public order and public security maintenance in the first half-year 2013 and the current challenges was held in the Ministry of Internal Affairs on July 31.
Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov opened the meeting with the introductory speech and emphasized worthy discharge of the functions established by law and control of criminal situation within the first six months of 2013 by the internal affairs bodies which take an active part in the implementation of Heydar Aliyev’s political course successfully pursued by President of the Republic of Azerbaijan Ilham Aliyev. He noted that in his speech at the opening ceremony of the Heydar Aliyev Centre established under the Police Academy on the 2nd of July President of the country Commander-in-Chief of the Armed Forces Ilham Aliyev highly appreciated the activity of the Police and, at the same time, emphasized important tasks facing it and start of works for their fulfilment.
In his summary report Deputy Minister of Internal Affairs Police Lieutenant-General Vilayat Eyvazov noted that taken complex measures and systematic and purposeful activities of the internal affairs bodies have a positive influence on the status of law and order in the country and as a result reduced the number of crimes and the level of criminal activity of offenders.
The number of crimes registered in the internal affairs and prosecution agencies reduced to 10.048 that is 11.4% less than for the 6-month period of 2012. Within their structure the number of offences against the person decreased by 48.3%, robberies decreased by 24.8%, crimes committed by organised criminal groups decreased in 2.9 times, repeated offences committed by previously convicted persons decreased by 16.7%, collective crimes decreased by 13.5%, gun crimes decreased by 5.4% and domestic crimes decreased by 2.1%. As a whole marked reduction in the number of grave and especially grave crimes was observed in 22 cities and regions of the republic.
In the result of professional-level special investigation activities and criminally-remedial activities 10.955 crimes among which 1136 were grave and especially grave crimes including 157 crimes closed from the past year were solved jointly with the prosecution authorities, 432 crimes were solved “hot on the trail” by means of urgent and flexible measures and 1604 crimes were solved using scientific and technical means. Citizens also played a significant role in this work. They assisted in solution of 2614 crimes.
Total rate of solved crimes improved as compared with 6 months of the previous year and made up 87.4%, the number of solved crimes increased by 14.4% and made up 1379 facts. In the result of the measures taken for the prevention of criminal group and gang activities 361 criminal groups and 10 organized criminal groups consisting of 1039 persons were neutralized and 1130 crimes committed by them including 320 grave and especially grave crimes were solved.
Intensive work was carried out in the field of search for accused and missing persons, and the total rate of investigative activities made up 49.8%. At the same time results in the field of arrest of wanted persons who committed grave and especially grave crimes improved by 3.1% and in the field of identification of missing persons’ location improved by 2.9%, 1053 accused persons on an intergovernmental and international wanted list were detained.
In the result of operational activities taken in the field of protection of economic security of the state 16 facts of crime connected with counterfeit money production and sale were detected and 1041 national banknotes of various values for an overall amount of 83 thousand AZN as well as about 300 tons of counterfeit food products and construction materials were recalled from illegal circulation. Within the actions in the field of combating drug-trafficking that is a kind of transnational organized crimes 350 kg of drug substances were withdrawn from illegal trafficking that is 33 kg more than in the same period of the previous year, 28 criminal groups consisting of 73 persons were neutralized. At the same time 33.5 kg of drugs were prevented from entry to the country and narcotic plants of total weight 177.6 tons were detected and destroyed in the wet weight.
Within the measures taken in accordance with the National Plan of Actions against trafficking in persons 66 facts of crime were detected and 2 criminal groups consisting of 5 persons were neutralized. 20 victims of these crimes were identified and reintegrated into society.
In general, the activity of investigative and operational bodies was satisfactory. Investigators carried out investigation of 11.802 criminal cases that is 3% more than for 6 months of the previous year, and interrogating officers examined 37.407 data and applications of criminal nature.
It was also mentioned that practical application of modern information technology in the ensuring of road traffic safety is going on and the number of administrative violations identified by technical means increased by a factor of three as compared with the similar period of 2012. The number of registered traffic offences made up 683.430 that is 52% more than for 6 months of the previous year. One of the positive results of this important work was 50% decrease in the rate of cases of hitting pedestrians.
At the same time the deputy minister noted that 33.3% of all traffic accidents were connected with cases of excessive speed, 32.3% with crossing into the oncoming lane and overtaking, 9.5% with lane markers crossing, 3.1% with driving while intoxicated and emphasized the importance of taking adequate measures for the prevention of such administrative violations.
It was also noted that one of the most important tasks facing the internal affairs authorities in the year of the Presidential Election, issue of ID cards, is under strict control. 201.153 persons obtained national passports, and 571.703 person obtained ID cards in the reporting period. The similar work was carried out in the ASAN Service Centre of the State Agency of Citizen Service and Social Innovations.
It was mentioned in the report that the Internal Troops, which are always in the focus of special attention and care of the President of the Azerbaijan Republic Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, keep watch and ward over public order and discharge their functions at the highest level.
The Deputy Minister emphasized that the President’s order to pay special attention and treat with due diligence appeals and reception of citizens is also executed consistently. 21.009 applications of citizens including 4449 applications received via email were processed, unbiased and lawful decisions were made on all of them and written replies were sent to addressers. It was noted that the administration of the Ministry and structural services received 2414 citizens in the apparatus and regions of the republic that is 914 persons more than in the similar period of the previous year, and the most part of issues were solved in situ.
The speaker also reported on the work done for organization of service of the staff in the conditions corresponding to the highest standards owing to attention and support of the President of the Republic of Azerbaijan and provision of bodies and departments with new information technology.
When discussing the report, chiefs of structural units and city and regional police departments told about the work done, measures taken for removing shortcomings and current tasks and objectives.
Summarizing the meeting, Colonel General Ramil Usubov defined the operational and service activity as satisfactory in whole, noted that all duties established by law were fulfilled with due diligence, and officers and military servants distinguished themselves by high professionalism and self-discipline in their fight against crime, maintenance of public order and special operations and emphasized that at present law-enforcement authorities successfully continue the work on maintaining stability and peace in the country. The Minister also brought to the notice of the Collegium participants that Head of our state Ilham Aliyev highly appreciated the selfless work of the staff and demanded highly responsible attitude to fulfillment of duties provided for by law from all employees in response to the special attention and care given by the President. Ramil Usubov also defined the duties connected with public complaints and appeals handling, strengthening of legitimacy, protection of human rights and freedoms, professional development and other important issues.
Colonel General Ramil Usubov noted that instructions given by President Ilham Aliyev on the 2nd July of the present year concerning winning more considerable respect by the internal affairs authorities in society, provision of people with continuous attention and care and being in the vanguard of bribery and corruption control in the country were adopted by the apparatus of the Ministry, its bodies and departments as the action program and charged the staff with performance of all relevant duties enshrined in the resolution of the Collegium meeting.
