Minister of Internal Affairs of the Islamic Republic of Afghanistan General  Ghulam Mujtaba Patang is on an official visit in our country at the invitation of Minister of Internal Affairs of the Azerbaijan Republic Colonel General Ramil Usubov.
On 7th July General Ghulam Mujtaba Patangand his attendants visited the Alley of Honour where they paid the tribute to the memory of Heydar Aliyev, the National Leader of our people and builder of the modern state of Azerbaijan. The guests also laid flowers on the grave of famous ophthalmologist Academician Zarifa khanim Aliyeva.
Then the guests paid a visit to the Alley of Martyrs to lay a wreath in front of the Eternal Flame Complex built up in tribute to the memory of brave fighters who sacrificed themselves for the sake of independence and territorial integrity of Azerbaijan.
On 8th July Minister of Internal Affairs of the Azerbaijan Republic Colonel General RamilUsubov received the delegation led by Minister of Internal Affairs of the Islamic Republic of Afghanistan General Ghulam Mujtaba Patang.

Having welcomed the guests, the Minister emphasized that friendship between our states of rich historical values and traditions develops successfully in accordance with the political will of the Presidents of both countries and voiced his confidence in further broadening and intensification of the cooperation between our nations promoted by this visit. Then Mr Usubov touched on the functional duties and areas of activity of his agency and the complicated social, political and criminal situation in our country during the first years of independence, as well as occupation of our territories in the result of the military aggression on the side of Armenia and bitter lot of our citizens, who were forcibly displaced from their native land. He told that the criminal situation in the country was brought under control only in the result of vigorous measures taken by HeydarAliyevafter his return of to the supreme power at the people’s requestin all spheres of the public life, including law enforcement and internal affairs bodies. Only the conducted reformscould bring back law and order in our country.The professional staff of internal affairs bodies, who make invaluable contribution to crime prevention and public order maintenance, was formed in our republic.
In the result of attention given by the state to the process of staff training today the number of university-educated officers of medium and high rank increased up to 80%. The work on professional development of the staff, improvement of logistics and study of the world practice in th internal affairs bodies is carried outon a regular basis. For this purpose over 2000 internal affairs officers took part in various trainings, seminars and conferences organized under the auspices of the Council of Europe, OSCE and other international organizations over the last years.
Colonel General RamilUsubovhighly appreciated the support given by Afghanistan to the Azerbaijan’s rightful position in respect of NagornyKarabakh and other issues in various international organizations and noted that the experience gained by the Ministry of Internal Affairs of Afghanistan in the field of the fight against illicit traffic in drugs and terrorism may be useful for our country, having added that our republic is always open to cooperation in this area.

General Ghulam Mujtaba Patangexpressed his gratitude for hearty welcome and detailed information and noted that Afghanistan with its 32-year practice in the fight against terrorism is interested in study of the advanced experience in the field of public order maintenance and professional development of staff gained by Azerbaijan, which became a leading state in the region for the rate of development, and asked for assistance in involvement of his agency staff in training in education institutions of theMIA of Azerbaijan as well as in participation of officers in trainings, seminars and education for the purpose of professional development. Having highly appreciated the participation of the Azerbaijani peacekeeping forces in the establishment of peace and stability in his country, the Afghan Minister noted that mutual visits and meetings are in conformity with the interests of two fraternal nations, which are similar in their culture and historical roots, and will promote development of relations between our countries in all spheres. Having expressed his appreciation to the guest for his cordial words, RamilUsubov voiced his confidence in positive settlement of all issues raised by his colleague and at the same time made a point of importance of study and sharing of experience gained by Afghan police in counternarcotic and anti-terrorism efforts. The parties also discussed a number of other issues during the amicable meeting.Ambassador Extraordinary and Plenipotentiary of Azerbaijan accredited in Pakistan and the Islamic Republic of Afghanistan Dashgin Shikarov and Ambassador of Afghanistan to our country Mohammad Shaker Kargar also took part in the meeting.
